After a cooperative and thorough investigation into potential rule violations, the NCAA enforcement staff delivered its notice of allegations to the University of North Carolina, Chapel Hill.
Before the enforcement staff issues a notice of allegations, the investigative team, enforcement leadership, as well as staff who were not a part of the investigative team, evaluate the information developed during the inquiry. This comprehensive review ensures that allegations are fully considered.
Schools and involved individuals may respond to the notice with their understanding of the alleged violations and whether they agree or disagree with each allegation.
It is important to remember the following information about the NCAA members’ rules on academic misconduct:
- An NCAA member school is responsible for determining if violations of its academic standards occurred.
- Schools are responsible for the quality of the degree programs offered for all students, including student-athletes. Generally, academic issues are managed first and foremost by the faculty member in the classroom, second by that faculty member’s department head, next by their dean, then the provost and finally the president or chancellor. NCAA rules do not address course curriculum, rigor or content.
- Ultimately, member schools must determine if the courses for which they are giving credit and the degrees they are awarding meet the academic standards of the school and its overall mission.
- While schools are in the best position to determine compliance with academic standards on campus, the enforcement staff will consider if other infractions occurred.
- These might include violations of progress toward degree requirements, extra benefit rules or ethical conduct obligations. Any alleged violation of NCAA rules would be investigated and decided through the formal infractions process.
