Registration for the 2012 NCAA Regional Rules Seminars opens Feb. 1 on NCAA.org. 

This year’s seminars, the Association’s primary annual gatherings for campus personnel involved in rules compliance, are May 14-18 in Anaheim, Calif., and June 4-8 in Atlanta.

Complete schedules and descriptions of an array of sessions are posted online. They indicate another varied mix of Association-wide and division-specific programming.

Among Association-wide sessions this year are two related to gender equity/Title IX compliance, given that 2012 is the 40th anniversary of the renowned equity law being implemented. One is designed to help address new requirements from the Office for Civil Rights for training and policy development related to sexual harassment, sexual violence and personnel management.

The other gender equity/Title IX session covers compliance topics such as participation, financial aid and treatment of student-athletes, as well as the role of the campus Title IX coordinator with regard to athletics issues.

Both Regional Rules Seminars also offer “the enforcement experience,” in which participants go through a fictional case to better understand the whole process, from what triggers an investigation and strategies investigators use to how the enforcement staff determines what allegations should be made. Participants also get a glimpse behind closed doors of a Committee on Infractions hearing and understand how the committee determines penalties.

New this year at both the Anaheim and Atlanta locations is an invitation-only session for Division I participants called, “Welcome to the World of Compliance,” which is designed for compliance administrators who are relatively new to the job (three years of experience or less). Participants are appointed by their conference compliance administrator to attend. 

Division I attendees at both seminars also will be briefed on any legislation that will be adopted this April and other legislative concepts being considered as a result of  the presidential retreat working group that is reviewing the Division I Manual. 

This year’s seminars also feature collaboration between the NCAA staff and National Association for Athletics Compliance members who will work together to present materials. NAAC members will address best practice/practical application for concepts and new legislation presented by the NCAA staff. This co-presenter format offers a new dynamic for the seminars.

At the Anaheim seminar only, a session on two-year college transfers helps academic advisors and institutional administrators from two-year colleges comprehend the new 2-4 transfer legislation. 

A session available only at the Atlanta seminar provides information to limited-resource institutions related to Academic and Membership Affairs work, rules education, best practices and hot topics. Specific institutions will be invited to attend and the institutions will designate representatives. 

Both the Anaheim and Atlanta seminars will continue to offer the Division I Advanced Program for Athletics Administrators as an invitation-only, one and one-half day program beginning on Wednesday afternoon. Representatives from Academic and Membership Affairs, Student-Athlete Reinstatement, the Eligibility Center and Enforcement will all play a role. (Participants are selected by their conference office.)

A new format in 2013 and beyond has the seminars running from Tuesday afternoon through Friday morning with Association-wide sessions being offered at specified times (for example, Tuesday afternoon or Wednesday morning), and then all divisions offering sessions at the same time.
