Legislative Council to vote on baseball, basketball proposals

The Division I Legislative Council will cast its final votes of the 2008-09 legislative cycle when the group meets April 20 in Indianapolis. On the docket are proposals the Council did not reach a majority vote on initially, including several that would alter the baseball season and two that would change the date by which a men’s basketball student-athlete must remove his name from the professional draft to remain eligible.

Among the proposals the Council will vote on are:

•         2008-32-B, which would establish a limit on the number of nontraditional courses that may be used to fulfill full-time enrollment requirements.

•         2008-46, which would add a 14th week to the baseball season.

•         2008-48, which would reduce the number of allowable baseball games from 56 to 52.

•         2008-59, which would add sand volleyball to the list of emerging sports for women.

•         2008-75 and 2008-77, two proposals that would require high school transcripts from different groups for data collection purposes. Both proposals have amendments to establish waiver processes.

•         2008-79, which would change the date by which a men’s basketball student-athlete must remove his name from the draft list to remain eligible to the day before the spring National Letter of Intent signing period. Proposal No. 2008-79-1 would change the date to May 8. Currently, student-athletes have until 30 days after the professional draft to declare their intention to return.

The Council has received dozens of comments on the baseball proposals, most opposing 2008-48. Some schools cited a need to let the academic reform package adopted by the Board in 2007 have time to work before making further changes in the sport.

Council action on legislative items will be considered final at the close of the Division I Board of Directors meeting on April 30.
