Division I Management Council to consider legislation

The Division I Management Council will formally consider legislation in the 2007-08 cycle at its meeting January 11 and 13 in Nashville, Tennessee. The meeting will be held in conjunction with the 2008 NCAA Convention.

Of the 104 proposals in this cycle, the Legislative Review Subcommittee is recommending the adoption of 46.

A few key legislative proposals on the docket include several dealing with the use of student-athlete likenesses in promotional activities. In December, the NCAA formed a presidential task force to examine limitations on the future use of student-athlete names, images and likenesses in college sports promotions. The proposals are expected to be tabled by the Management Council.

Another proposal that has generated some discussion is one that would prohibit institutions from reducing or cancelling aid to student-athletes during the term of the scholarship because of an injury, illness or medical condition, regardless of whether it affects the student-athlete ability to participate with the team during that academic year. Originally proposed by the Academics/Eligibility/Compliance Cabinet as emergency legislation, the proposal was introduced into the regular cycle by the Board of Directors at its November meeting.

The Management Council will also hear updates from the Committee on Academic Performance and the Oversight and Monitoring Group, which is supervising the consideration of recommendations from the Division I Presidential Task Force on the Future of Intercollegiate Athletics.
