CAP to evaluate transfer guidelines, review data

The Division I Committee on Academic Performance will develop guidelines for transfer student-athletes who fail to meet the standards for adjustment settled on in January. The group meets April 22 in Indianapolis.

The criteria established earlier this year include a minimum cumulative grade-point average of 2.6, immediate transfer to another four-year institution, earning the eligibility point and attending the original institution for at least one academic year before transfer.

The committee will consider how to review cases of transfer student-athletes who meet most of the standards, with an emphasis on a student-athlete’s academic record and the likelihood of the student-athlete to graduate within a five-year period. The 2.6 GPA was chosen in January because data show that student-athletes who earn a 2.6 and transfer have the same likelihood of graduation as a 2.0 student-athlete who remains at one institution. Overall, data show that transfers graduate at a lower rate and take longer to earn a degree than students who stay at one institution.

Committee members will have the opportunity to review and analyze the most recent APR data as well.

The group will also evaluate procedures for processing historically based penalties with an eye toward making the appeal process more efficient. Initially, expectations were that only a few teams would reach the later stages of historically based penalties. However, if more teams continue through the penalty structure, the committee wants to expedite the process.

Additionally, the group will begin to review criteria for demonstrating improvement. The committee employs a statistical test to ensure that teams are showing true improvement. The group will review the current definition of improvement, the impact of the statistical test and consider making adjustments.

A summary of the Division I Committee on Academic Performance meeting will be published online after the session.
