Division I

Management Council votes to eliminate text messaging

The Division I Management Council approved a measure that eliminates the use of text messaging in recruiting prospective student-athletes. The legislation now goes before the Division I Board of Directors for approval at its April 26 meeting in Indianapolis.

The proposal was sponsored by the Ivy Group.

The Council also approved a proposal that would increase the maximum number of contests or dates of competition in which a student-athlete can participate and still qualify for a hardship waiver. The current rule allows for two or 20 percent of the scheduled or completed contests, and the proposal increases that maximum to three or 30 percent, whichever benefits the student-athlete.

Also forwarded to the Board of Directors:

A proposal that would allow student-athletes with eligibility remaining to try out with a professional athletics team once after enrollment without jeopardizing his or her eligibility, provided the student-athlete does not miss class time. The proposal also allows the professional team to pay expenses for a 48-hour tryout.

Legislation requiring prospects to be registered with the NCAA Initial-Eligibility Clearinghouse/NCAA Eligibility Center and on an institutional request list before an official visit or a written offer of athletically related financial aid can be made.

Division II

Council proposes paving way for Canadian schools

The Division II Management Council agreed to sponsor legislation for the 2008 Con­vention to facilitate Division II membership from selected Canadian schools.
The action comes on the heels of the Executive Committee agreeing to a 10-year pilot study regarding international membership. Division II is the only division so far to have proposed legislation.

A Canadian school could become an active Division II member as early as 2011 if the membership opens the door in January.

The Council also supported an increase in the number of core-courses required for initial eligibility from 14 to 16. It asked the Presidents Council to sponsor a proposal that would be effective August 1, 2013.

Research indicated that most high school graduates already are completing at least 16 core courses. The average number of core courses taken by Division II prospects in fact has risen from 15.85 in 1994 to 17.86 in 2005.

The proposal requires one of the additional two courses to be taken in either English, math, or natural or physical science.

Division III

Agenda touches on study of membership divisions

The Division III Management Council quickly worked through a relatively light agenda during its April 16-17 meeting in Indianapolis as issues that have dominated that group’s attention in recent months – including an Association-wide study of the NCAA’s membership structure and an ongoing debate over the appropriate use of male practice players – are studied elsewhere.

The Council briefly discussed but took no actions related to the study of the Association’s divisional structure, which will be the topic April 25 of the first meeting of the NCAA Executive Committee Working Group to Review Membership Issues.
It also agreed to await the Division III Student-Athlete Advisory Committee review of a recent survey of institutions’ use of male practice players before considering whether to seek restrictions in that area.

During the discussion of the Association-wide divisional study, Council members briefly considered the possibility of ending a current moratorium on accepting new Division III member institutions, and asked the Division III Membership Committee to discuss doing so.
