Acting for the Division I Management Council, the Division I Legislative Review/Interpretations Committee issued the following interpretations:

Six Credit-Hour Requirement for a Student-Athlete Enrolled in a Post-Baccalaureate or Graduate Program

Credit-Hour Requirement for a Nondegree-Seeking Graduate Student. The committee recommends that the NCAA Division I Management Council amend a previous Council-approved official interpretation [Reference: 11/15/06, Item No. 1] to change the application of the second sentence of the interpretation from a confirmation to a determination. The committee agreed that the interpretation was issued in the context of stating it is permissible for a nondegree-seeking graduate student to complete credits that would apply to any graduate-degree program offered by the certifying institution to satisfy the six-hour requirement. However, the committee agreed that the underlying requirement that such a student must complete credits that would apply to any graduate degree program (as opposed to credits that would count toward another undergraduate-degree program) to satisfy the six-hour requirement is a determination of the legislation. Recruiting-Person Days/Men’s Basketball

Counting Recruiting-Person Days After National Letter of Intent Signing or Other Written Commitment — Men’s Basketball. In men’s basketball, off-campus recruiting activities involving a prospective student-athlete who has signed a National Letter of Intent (or signed acceptance of the institution’s written offer of admission and/or financial aid) must count toward the institution’s recruiting-person days limit. Recruiting-Person Days/Women’s Basketball

In women’s basketball, off-campus recruiting activities involving a prospective student-athlete who has signed a National Letter of Intent (or signed acceptance of the institution’s written offer of admission and/or financial aid) must count toward the institution’s recruiting-person days limit. Initial/Transfer Eligibility — Financial Aid/Temporary Certification
Receipt of Financial Aid During Temporary Certification Period. An institution may not provide athletically related financial aid to a student-athlete while his or her initial or transfer eligibility certification is pending during either the 14-day temporary certification period for recruited student-athletes or 45-day temporary certification period for nonrecruited student-athletes. Recruiting/March Contact Period/Men’s Basketball
Permissible Evaluation Activities During March Contact Period — Men’s Basketball. In men’s basketball during the March contact period, evaluations shall be limited to regularly scheduled high school, preparatory school and two-year college contests/tournaments and practices and regular scholastic activities involving student-athletes enrolled only at that institution. Evaluations at nonscholastic events during this time period are prohibited. Recruiting /Tryout Events

Hosting, Sponsoring, Conducting or Evaluating Portions of Events that Include Athletics Testing Activities. The committee confirmed the following regarding hosting, sponsoring, conducting or evaluating portions of events that include activities devoted to agility, flexibility, speed or strength tests for prospective student-athletes:
In football, it is not permissible for coaches to attend any portion of a scholastic or nonscholastic event that includes activities devoted to agility, flexibility, speed or strength tests for prospective student-athletes regardless of whether or not the coach observes the portion of the event devoted to such activities.

A member institution or conference may not host, sponsor or conduct any portion of an event that also includes agility, flexibility, speed or strength tests for prospective student-athletes conducted at a separate location in any sport. For example, an institution is not permitted to host the competition portion of an event that also includes flexibility, speed or strength test for prospective student-athletes that take place at an off-campus location.

Recruiting /Tryout Events

Evaluations at and Hosting of Noninstitutional Football Camps/Clinics. An authorized institutional staff member (for example, coach) may evaluate at noninstitutional instructional camps that do not include agility, flexibility, speed or strength testing. Further, these instructional camps may be hosted or conducted on a member institution’s campus.
