WBCA legislative proposals

What's left ...

Proposals retained for consideration by the Division I Management Council and Board of Directors in April:

  • Proposal No. 04-122, which modifies the fall recruiting period to occur September 16 through October 6 and allows 85 recruiting days from September 16 through April 30. The maximum number of recruiting opportunities is reduced to 85 but institutions dictate the use of them.
  • Proposal No. 04-124, which prohibits all communication during the two 10-day evaluation periods in July. Coaches have to focus only on evaluating prospects, since there is absolutely no communication during the July evaluation period.
  • Proposal No. 04-126, which permits one coach per institution to attend the USA Basketball Youth Festival.
  • Proposal No. 04-130, which prohibits college coaches from working in any capacity (except as a player) for any professional women's basketball team or league and as television commentators.
  • Proposal No. 04-131, which permits three coaches to recruit off campus at the same time.
  • Proposal No. 04-132, which eliminates the "baton rule" (similar to Proposal No. 04-114 in the NABC package).
  • Proposal Nos. 04-133-B, which places a limit of four hours of individual skill instruction within the permissible eight hours per week of out-of- season practice activities.
  • Proposal Nos. 04-134-A and 04-134-B, which specifies that non-coaching staff members and student-athletes may be employed only at their own institution's camps and clinics (similar to Proposal No. 04-118 in the NABC package). The proposal is divided to deal with coaches and student-athletes separately.
  • Proposal No. 04-135, which eliminates all electronic transmissions with a prospect except for faxes and e-mails.
  • Proposal No. 04-136, which applies the recruiting rules and regulations related to a parent when the parent also serves as a coach of his or her daughter's nonscholastic team. This firmly establishes that the status of "parent" always supercedes that of "coach" when this particular situation arises.
  • Proposal No. 04-137, which permits unlimited contact during any contact or evaluation period with a prospect who has signed the National Letter of Intent. The greater access between the college coach and the signed prospect will assist in her transition academically and athletically from high school to college.
  • Proposal No. 04-140, which provides a list of allowable presentation materials that can be used during in-home recruiting visits.
  • Proposal No. 04-141, which prohibits telephone calls to prospects in March of their junior year, but permits one call in each of April, May and June of the prospect's junior year with subsequent calls subject to current limitations.
  • Proposal No. 04-142, which prohibits scholastic and nonscholastic events from being conducted on Division I campuses (high-school state tournaments still are permissible).
  • Proposal No. 04-145, which permits more than four student-athletes to engage in skill-related instruction at any time in any facility outside of the playing season (similar to Proposal No. 04-115-B in the NABC package).
  • Proposal No. 04-146, which prohibits evaluations at nonscholastic events during the prospect's academic year. This places greater emphasis on the scholastic athletics and academic environments and eliminates the pressure on the prospect to play in these events during the academic year.

Significant proposals deleted from the WBCA's original package presented in July 2004:

  • Proposal No. 04-127, which would allow for additional benefits. (The Management Council defeated this proposal in January.)
  • Proposal No. 04-128, providing student-athletes with transportation expenses to senior night activities or an awards banquet. (Withdrawn with membership feedback.)
  • Proposal No. 04-129, which stipulates that a student-athlete can participate in preseason exhibition games or informal practice scrimmages without losing a season of competition. (Preference now given to Proposal Nos. 04-112-B and 04-112-D in the NABC package.)
  • Proposal No. 04-138, which reduces the number of official visits from five to four. (This concept is being voted on for Division I-A football only.)
  • Proposal No. 04-139, relating to regulations on printed media guides. (The WBCA supports Proposal No. 03-32 as a preferred alternative.)
  • Proposal No. 04-143, allowing prospects to engage in two hours of skill instruction per week during summer term. (Withdrawn with membership feedback.)
  • Proposal No. 04-144-A, which allows signed prospects who are enrolled and receive athletics aid during the summer before initial full-time enrollment to be treated the same as returning student-athletes. (Preference now given to Proposal No. 03-83 for all sports.)
