Financial aid legislation options

Based on a straw vote, the Division I Management Council favored the following alternatives to Proposal Nos. 02-82 and 03-23-A in response to a Board of Directors request to consider more flexibility in financial aid legislation while mitigating competitive-equity concerns:

Option A

Recommend that the Board adopt the proposals with the following modifications:

Proposal Nos. 02-82 and 03-23-A -- Permit student-athletes who receive institutional academic scholarships to compete without counting in the institution's financial aid team limits provided:

  • The student-athlete has completed at least one academic year at the certifying NCAA Division I institution; and the student-athlete presents an academic profile after at least one academic year of full-time collegiate enrollment and achieved a cumulative grade-point average of 3.300 (on a 4.000 scale) for all academic work completed during the student-athlete's collegiate enrollment resulting in degree credits at the awarding institution.

Option B

Recommend that the Board adopt the proposals with the following modifications:

Proposal No. 02-82 -- Permit a recruited football or basketball student-athlete who receives only nonathletically related institutional financial aid (for example, academic scholarships, need-based aid) to compete without counting in the institution's financial aid team limits provided:

  • The student-athlete, during his initial year of collegiate enrollment, presents before enrollment an academic profile that includes any of the following: (1) ranked in upper 10 percent of the high school graduating class; (2) achieved a core-course grade-point average of at least 3.500 (based on a maximum of 4.000); or (3) minimum ACT sum score of 105 or a minimum SAT score of 1200.

or

  • The student-athlete presents an academic profile after at least one academic year of full-time collegiate enrollment and achieved a cumulative grade-point average of 3.300 (on a 4.000 scale) for all academic work completed during the student-athlete's collegiate enrollment resulting in degree credits at the awarding institution.

Proposal No. 03-23-A -- Permit a student-athlete who participates in an equivalency sport to receive institutional academic scholarships without including such aid in an institution's equivalency computation in the applicable sport provided:

  • The student-athlete presents an academic profile after at least one academic year of full-time collegiate enrollment and has achieved a cumulative grade-point average of 3.300 (on a 4.000 scale) for all academic work completed during the student-athlete's collegiate enrollment resulting in degree credits at the awarding institution.

Permit a student-athlete who participates in an equivalency sport to receive institutional need-based aid without including such aid in an institution's equivalency computation in the applicable sport provided:

  • The student-athlete, during his initial year of collegiate enrollment, presents before enrollment an academic profile that includes any of the following: (1) ranked in upper 10 percent of the high school graduating class; (2) achieved a core-course grade-point average of at least 3.500 (based on a maximum of 4.000); or (3) minimum ACT sum score of 105 or a minimum SAT score of 1200.

or

  • The student-athlete presents an academic profile after at least one academic year of full-time collegiate enrollment and has achieved a cumulative grade-point average of 3.300 (on a 4.00 scale) for all academic work completed during the student's collegiate enrollment resulting in degree credits at the awarding institution.

(Proposals in Option B would apply only to a student-athlete who has completed one academic year at the certifying Division I institution.)
