AEC Cabinet re-addresses institutional aid exemption

The Division I Academics/Eligibility/ Compliance Cabinet agreed during its June 8-11 meeting in Indianapolis to urge the Division I Management Council to support a tabled proposal that would permit student-athletes in equivalency sports to receive certain kinds of institutional academic scholarships and need-based aid without it being included in an institution's equivalency computation.

Proposal 03-23 was tabled by the Council in January, after the cabinet recommended focusing on another 2003 proposal to permit student-athletes to receive athletics aid up to the full grant level, plus non-athletics aid up to the cost of attendance. That landmark proposal was adopted in April by the Divisision I Board of Directors.

Now, the cabinet is asking the Council to again address what was intended as a companion piece to the cost-of-attendance proposal. If adopted, such aid would continue to count toward the recipient's individual limit.

The cabinet recommended that the tabled proposal be split into two parts: one exempting academic scholarships from the equivalency computation and the other exempting institutional need-based aid.

LEGISLATION

July 15 deadline approching for membership proposals

July 15 is the deadline for NCAA institutions and conferences to submit legislative proposals in all three divisions.

Included are proposals from the Divisions II and III membership for consideration at the 2005 Convention, as well as Division I proposals for final consideration in April 2005.

This is the second year that Division I's single annual legislative cycle will be in place. Division I conferences must submit legislative proposals to the national office by 5 p.m. Central time July 15. The same deadline applies for Divisions II and III proposals for consideration at the Association's 2005 Convention in Dallas.

In accordance with the 12-month legislative cycle in Division I, proposals will be posted online as part of a Web-based "Publication of Proposed Legislation" by August 15. Also by then, the Division I Management Council's administrative committee will refer the proposals to the appropriate governance entity for review this fall.

Properly submitted proposals in Divisions II and III will appear in the Initial Publication of Proposed Legislation, which will be provided online in PDF format no later than August 15.

The Second Publication of Proposed Legislation (which includes proposals sponsored by the Presidents Councils) will be provided online no later than September 23, and the Official Notice will be published no later than November 15.
