Conference Call No. 21
October 6, 2004
Acting on behalf of the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Legislative Review/Interpretations Committee issued the following interpretations:
Initial-Eligibility -- Core-Curriculum Time Limitation
1. Core-Curriculum Time Limitation -- Core-Course Requirements/Additional Work After Eighth Semester. A prospective student-athlete who begins a core course during his or her eighth semester and completes the course after the end of the semester by completing make up work and/or by completing extra credit or by completing work after receiving an incomplete grade, may use such a course to satisfy NCAA core-course requirements, provided:
(a) In the case of an incomplete grade, the failure to complete the core course during the eighth semester was due to circumstances beyond the prospective student-athlete's control and the granting of an incomplete or extension, as well as the completion of the core course, is in accordance with the high school's policies for all students;
(b) The opportunity to complete make-up work and/or extra work after the grade and credit is granted is in accordance with the high school's policies for all students;
(c) The completed core course and/or improved grade is placed on the high-school transcript for the prospective student-athlete's eighth semester, and
(d) The prospective student-athlete completes the core course and/or additional work before initial full-time enrollment at a collegiate institution.

2. Benefits Available to a Student-Athlete for Whom an Initial-Eligibility Waiver is Partially Approved. A student-athlete for whom an initial-eligibility waiver is partially approved (that is, the student-athlete is allowed to practice on campus or at the institution's regular practice facility and/or receive athletically related financial aid but is not eligible for competition during his or her first year of full-time enrollment at the certifying institution) may receive, in addition to the benefits available to nonqualifiers, the following benefits during his or her first year of enrollment:
* Four complimentary admissions per home intercollegiate athletics event in the sport in which the individual participates;
* Training-table meals, provided the student-athlete receives athletically related financial aid for board and the cost of such meals is deducted from that allowance or the student-athlete pays full cost; and
* The student-athlete may serve as a student host during a prospect's official visit to the institution's campus.
Such a student-athlete may not serve as a team manager during his or her first year of full-time enrollment. [References: Bylaw 14.3.1.5 (other management council-authorized waivers).]
