The Interpretations Subcommittee of the Division II Legislation Committee issued the following interpretations:

Two-Year College Transfers

and Part-Time Hours

If the two-year college transfer has never attended a four-year college as a full-time student, then part-time credit hour(s) earned at any two-year college(s) may be used to satisfy the two-year college transfer requirements, and if the two-year college transfer has previously attended a four-year college as a full-time student at any time during his or her academic career, then only the part-time credit hour(s) earned at a two-year college after the last full-time enrollment at a four-year college may be used to satisfy the two-year college transfer requirements. In either situation, the part-time credit hour(s) must appear on a two-year college transcript and must be considered transferable-degree credit by the certifying institution. Awards and Benefits -- Hometown Awards

A booster club of the institution is not considered a hometown group, regardless of whether the booster club is located in the recipient's hometown. Further, it remains impermissible for an institution to pay the expenses (for example, housing, meals, transportation) for a student-athlete returning home to receive a hometown award. [Reference: NCAA Bylaw 16.1.6.1 (hometown awards).]

Calculation of Grade-Point Average (Including Courses Completed Before Initial, Full-Time Enrollment and Courses from Other Institutions)

A student-athlete must meet the minimum grade-point average at the certifying institution based on the method of calculation used by the institution for calculating the grade-point averages for all students, and the calculation shall include only coursework normally counted by the certifying institution in calculating the grade-point average for graduation. The subcommittee determined that coursework (for example, high-school courses) taken before enrollment at the certifying institution and coursework taken at other institutions may be used in the calculation of the grade-point average for NCAA eligibility, provided such coursework is normally counted by the certifying institution in calculating the grade-point average for graduation.
