Teleconference No. 6
October 15, 2004

The Interpretations Subcommittee of the Division II Legislation Committee issued the following interpretations:

Reclassification from Division II
to Division III -- Rules Compliance

A Division II institution petitioning for reclassification to Division III must be in compliance with all Division III legislation (as opposed to the more stringent rule) (except Bylaw 20) during the reclassification compliance period (that is, two years). The institution must be in compliance with Division III requirements set forth in Bylaw 20 at the time of petition. [Reference: NCAA Bylaw 20.5.3.3.2 (reclassification from Division II to Division I or Division III; a 4/11/00 official interpretation, Item No. 2; and a 4/9/02 official interpretation, Item No. 3]

Completed Hours Used to Determine
the Grade-Point Average Requirements

The application of the minimum grade-point average requirements of the progress-toward-degree legislation is based on the number of semester or quarter hours earned by a student-athlete (as opposed to the hours attempted). For example, pursuant to institutional policy, if a student-athlete attempted 24 semester hours but earned only 21 semester hours (including all credit hours that are accepted and appear on the student-athlete's transcript at the certifying institution), he or she is not yet subject to the minimum grade-point average requirement of 1.800. [Reference: NCAA Bylaw 14.4.3.2 (fulfillment of minimum grade-point average); 14.4.3.2.1 (calculation of the grade-point average for student-athletes); 14.4.3.2.2 (applicable credit hours); and 9/1/04 staff interpretation, Item No. 1b, which has been archived.]
