Acting for the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Evaluation Days -- Men's Basketball/Evaluations During April Contact Period

Evaluation Activities During the April Contact Period -- Men's Basketball. The subcommittee confirmed that evaluations at nonscholastic events (which are approved, sanctioned, sponsored or conducted by the applicable association) during the April contact period are only permissible on Saturdays and/or Sundays (but not on any weekend during which the PSAT, SAT, PLAN or ACT national standardized tests are administered) regardless of where the event occurs. In addition, the subcommittee confirmed that in order to evaluate prospects at an approved nonscholastic event that occurs during a permissible weekend at a high school, preparatory school or two-year college, it is not necessary to also have a contact with a prospect who attends the educational institution. Finally, the subcommittee confirmed that it is permissible to evaluate prospects during other activities (other than nonscholastic events) at a prospect's educational institution (that is, practices, open gyms and pick-up games conducted under the supervision of the high-school, preparatory school or two-year college coach) only in conjunction with a contact with a prospect who attends the educational institution where the activity occurs and that such evaluations may take place during any day of the week or weekend and may occur on a Saturday or Sunday during which the PSAT, SAT, PLAN or ACT national standardized tests are administered. Eligibility/Season of Competition -- Swimming and Diving

Application of NCAA Proposal No. 03-14 and Participation after 21st Birthday for Swimming and Diving. A prospective student-athlete who is subject to the application of NCAA Proposal No. 03-14 cannot also be charged with seasons of competition pursuant to the "participation after the 21st birthday rule." However, if the prospect is not subject to the application of Proposal No. 03-14, he or she shall be charged with seasons of competition pursuant to the "participation after the 21st birthday rule," if applicable. The subcommittee noted that a prospect will not be subject to the application of both rules under any circumstances.
