Acting for the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/
Interpretations issued the following interpretations.
Financial Aid/Aid from an Outside Source
1. Prepaid College Tuition Plans. The subcommittee recommends that the NCAA Division I Management Council reverse a previous Council-approved official interpretation (Reference: 8/23/00, Item No. 1) to specify that a state-sponsored or private prepaid college tuition plan, purchased by a family member and paid to an institution on behalf of a student-athlete, is not considered aid from an outside source. Such aid should be considered financial aid from a family member pursuant to NCAA Bylaw 15.2.5.1. Eligibility/Test-Score Time Limitation
2. Definition of Full-time Enrollment for the Purposes of the Test-Score Time Limitation. The minimum required SAT or ACT test score must be achieved before registering for a minimum full-time program of studies (as determined by the institution) and attending any class in a regular term (semester or quarter) of an academic year in a collegiate institution.
