Division II administrative regulations

Bylaws 30 and 31: Pursuant to NCAA Constitution 4.6.2-(c), revisions to administrative regulations may be recommended by the Division II Management Council, subject to ratification by the Division II Presidents Council. After Presidents Council approval, the revisions will be published in The NCAA News.

Bylaw 32: Pursuant to Bylaw 19.4.1, the NCAA Division II Committee on Infractions may establish or amend enforcement policies and procedures in regard to issues other than those concerning institutional penalties, restitution and committee duties and structure. Such proposed amendments that receive approval from the Division II Management Council are subject to ratification by the Division II Presidents Council. If approved by the Management Council and ratified by the Presidents Council, the revisions will be published in The NCAA News.

The items marked with an asterisk have been approved by the Management Council and Presidents Council in concept but have not yet been approved in legislative form. Other items have previously been approved in legislative form. The page number in the proposals refers to the 2003-04 NCAA Division II Manual.

Executive Regulations -- Administration of NCAA Championships -- Awards

Intent: To permit an institution to purchase additional official NCAA championships' awards for all eligible members of an institution's squad list verified at the time of the championship and for all nonparticipant members of the official travel party in the applicable sport.

Administrative: Amend 31.1.10 by adding new 31.1.10.2 , page 305 , as follows:

"31.1.10 Awards. The Association has created standard awards for individuals and teams that participate in NCAA championships. The number of such awards for each championship shall be determined by the governing sports committee, subject to the approval of the Championships Committee. These official NCAA awards shall be the only awards presented by the Association to teams and individuals for participation in NCAA championships competition and shall be the only awards presented at the site of an NCAA championship. "At the site" is intended to include the period from the time access to the site is available to spectators until all patrons have left the facility or area used for competition. Additional participant awards may not be purchased by either an institution or an individual except as provided in Bylaws 31.1.10.1 and 31.1.10.2.

"31.1.10.2 Additional Awards. An institution may purchase participation awards for all eligible members of the institution's squad list verified at the time of the championship and for all nonparticipant members of the travel party in the applicable sport."

Rationale: Several institutions have larger squad sizes than NCAA championships squad sizes. This proposal permits an institution to purchase awards for all eligible members of the institution's squad list verified at the time of the championship and for all nonparticipant members of the travel party in the applicable sport.
