New members join Presidents, Management Councils

The Division II Presidents Council ratified the selection of four new Division II Management Council members and filled a vacancy of its own during its April 24 meeting.

The presidents chose Rose Y. Tseng, chancellor of the University of Hawaii at Hilo, to fill an at-large vacancy on the Presidents Council. They also ratified the elections of Ross Brummett, faculty athletics representative at Carson-Newman College, South Atlantic Conference; Larry Holstad, director of athletics, Winona State University, Northern Sun Intercollegiate Conference; Curtis "Dee" Outlaw, director of athletics, University of West Alabama, Gulf South Conference; and Laurie Turner, senior woman administrator, University of California, San Diego, California Collegiate Athletic Association.

Tseng

Tseng has served as chancellor of Hawaii-Hilo since 1988, when she also was appointed senior vice-president for the University of Hawaii System. Since July 2001, she also has served as senior advisor to the Hawaii system president for technology and distance learning.

Her tenure has been marked by a shared governance model that has resulted in a collaborative teaching and learning climate, a five-fold increase in grant awards, new classroom buildings and expanded course offerings.

Before coming to Hawaii-Hilo, Tseng served as chancellor-chief executive officer for the West Valley-Mission College District in California from 1983 to 1988. Before that, she was dean of the College of Applied Sciences and Arts and director and professor for the division of health professions at San Jose State University.

Tseng was principal consultant for a United Nations project on nutrition manpower development and, among many other accomplishments, has served on the board of directors of the American Association of State Colleges and Universities.

She has a bachelor's degree from Kansas State University and a master's and Ph.D. from the University of California, Berkeley.

Brummett

Since 1995, Brummett has been faculty athletics representative at Carson-Newman, where he serves as professor of religion.

He has been a member of the Division II Legislation Committee since 2000 and has served on the executive committee of the Faculty Athletics Representatives Association (FARA).

He chaired FARA's legislative review subcommittee from 1998 to 2000. Since 1998, he has served as faculty sponsor of Carson-Newman's student-athlete advisory committee.

Brummett has been with the Carson-Newman religion department since 1987. Before that, he was director of continuing education at the Southern Baptist Theological Seminary and instructor of philosophy at Jefferson Community College in Louisville, Kentucky.

Brummett has an undergraduate degree from Ouachita Baptist University and a master's degree and Ph.D. from the Southern Baptist Theological Seminary.

Holstad

Holstad is in his sixth year as athletics director at Winona State.

He has served on the Division II Football Committee since 2001, previously having served on the Midwest regional committee.

Holstad is a member of the master facilities committee at Winona State and is a member of the Minnesota state Title IX task force. He also chairs the athletics administrators' committee for the Northern Sun Conference.

He is a graduate of Winona State, where he played football. Holstad also has a master's degree from Minnesota State University Mankato.

Outlaw

Outlaw began his career in athletics administration as a student assistant in West Alabama's sports information department. He became the university's first sports information director in 1975 and subsequently was promoted to assistant athletics director. He took over in 1994 as the school's full-time athletics director.

Through the course of his service to West Alabama athletics, Outlaw has attended and staffed thousands of athletics events, including every West Alabama football game for the past 30 years, a total of 315 consecutive games.

As athletics director, Outlaw was influential in the development of the recently completed West Alabama softball complex. He played a key role in the addition of men's and women's rodeo and cross country to the department's varsity sports offerings.

He has served as a member of the NCAA Division II Baseball Committee and has been active in Gulf South Conference activities. He also is a member of the State of Alabama Athletic Agent Regulatory Commission.

Outlaw has a B.S. in business administration from West Alabama.

Turner

Turner joined the UC San Diego staff in 2001 as associate athletics director.

She currently serves as a member of the board of the National Association of Collegiate Women Athletic Administrators and as compliance liaison to the CCAA.

Before coming to UC San Diego, Turner was senior associate athletics director at the University of Toledo, assistant athletics director for student development at the University of Idaho, head women's basketball coach at Idaho, and (at various times) director of athletics, women's basketball coach, women's volleyball coach and assistant track coach at Eastern Oregon State College.

Turner holds bachelor's and master's degrees from Washington State University.
