Acting for the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Recruiting/Women's Volleyball

State-Specific Contact and/or Evaluation Period Exceptions. The subcommittee issued the following decisions regarding the state-specific contact and/or evaluation period exceptions:

a. It is not permissible to contact or evaluate prospects during any state-specific contact and/or evaluation period (for example, women's volleyball, women's basketball) unless the state high-school athletics association conducts its traditional season in that sport during the specified time period in the legislation; and

b. It is not permissible to contact or evaluate prospects during any state-specific contact and/or evaluation period (for example, women's volleyball, women's basketball) who are participants on teams from states that do not conduct that sport during the specified time period in the legislation.

Amateurism/Promotional Activities

1. Use of a Student-Athlete's Name, Picture and Appearance on a Promotional Item. The provisions of NCAA Bylaw 12.5.1.1 are applicable to institutional, educational, charitable and nonprofit promotional presentations (for example, compact-disk presentations) that include the name or picture of student-athletes with remaining eligibility in the presentation. Such items are considered printed materials and, thus, may include a sponsoring company's logo or trademark. Eligibility/Progress Toward Degree

2. Application of NCAA Proposal No. 2002-23 to a Transfer Student-Athlete from a Division I Institution. A transfer student-athlete who is not a midyear transfer may satisfy the credit-hour requirement set forth in NCAA Proposal No. 2002-23 by using all hours earned at the previous institution as opposed to those hours accepted as transferable degree credit by the certifying institution. Eligibility/Progress Toward Degree

3. Application of Proposal No. 2002-23 to a Transfer Student-Athlete from a Domestic, Non-Division I Four-Year Institution. A transfer student-athlete must successfully complete the following progress-toward-degree credit-hour requirements after attendance at a domestic, non-Division I institution for the specified time to be eligible at the time of transfer to the certifying institution:

One semester -- six semester or quarter hours.

One academic year -- 24 semester or 36 quarter hours.

Three semesters/four quarters -- 30 semester or 42 quarter hours, including six semester or quarter hours during the previous term of full-time enrollment.

A student-athlete who transfers from a domestic, non-Division I institution after completion of two or more years is subject to the applicable credit-hour and percentage-of-degree requirements.

Eligibility/Progress Toward Degree

4. Application of Proposal No. 2002-23 to a Transfer Student-Athlete from a Foreign Institution. A transfer student-athlete must successfully complete the following progress-toward-degree credit-hour requirements after attendance at a foreign institution for the specified time to be eligible at the time of transfer to the certifying institution:

Equivalency of one semester -- six semester or quarter hours.

Equivalency of one academic year -- 24 semester or 36 quarter hours.

Equivalency of three semesters/four quarters -- 30 semester or 42 quarter hours. The subcommittee noted that it would not be necessary for a transfer student-athlete from a foreign institution to complete six credit hours in the previous term of full-time enrollment.

A student-athlete who transfers from a foreign institution after completion of two or more years is subject only to the applicable percentage-of-degree requirements.

Recruiting/Publicity

5. Prospect's Involvement with Team Activities During a Visit to Campus. An institution shall not make the public or the media aware (or arrange to make them aware) of a prospect's visit to the institution's campus. Therefore, it is not be permissible for prospects to participate in team activities that would make the public or the media aware of the prospect's visit to the institution's campus (for example, running out of the tunnel with the institution's team, celebratory walks to or around the stadium/arena, on-field pregame celebrations).
