Following are legislative drafts of interpretations issued by the Interpretations Subcommittee of the Legislation Committee and approved by the Management Council. These were recommended by the Legislation Committee for incorporation into the Division II Manual. The recommendations have been approved by the Management Council and President Council. The items that have not yet been reviewed in legislative form are marked with an asterisk.

The page numbers in the proposals refer to the 2001-02 NCAA Division II Manual.

No. 1 No Class Time Missed for Competition in
Nonchampionship Segment -- Team Sport

Bylaws: Amend 17.1.5.5.2, page 182, as follows:

"17.1.5.5.2 No Class Time Missed for Competition in Nonchampionship Segment -- Team Sports. In team sports (per 17.02.13.1) no class time shall be missed for competition, including activities associated with such competition (for example, travel and other pregame or postgame activities), conducted during the nonchampionship segment."

No. 2 Competition Day Time Limitations --
Exempt Scrimmages

Bylaws: Amend 17.1.5.3.2, page 181, as follows:

"17.1.5.3.2 Competition Day.

"17.1.5.3.2.1 Contest/Date of Competition. All competition (except exempted scrimmages) and any associated athletically related activities on the day of competition shall count as three hours regardless of the actual duration of these activities.

"17.1.5.3.2.1 Exempted Scrimmages. Scrimmages exempted per Bylaw 17.1.9.2-(d) against outside competition shall count as the actual duration of the activity, but may not exceed four hours per day. Activities associated with participation in an exempted scrimmage (for example, travel, warm-up, breaks between contests, etc.) shall not count against the time limitations on such scrimmages."

Following is an official interpretation issued by the Management Council that has been recommended for incorporation into the Division II Manual:

Required Days Off -- Playing Season

Bylaw 17.1.5.4 states that during the week or weeks in which a conference championship occurs an institution is not required to provide student-athletes with a day off. If the conference championship occurs during a portion of two of the institutions designated weeks, it is not mandatory that the institution give the student-athletes a day off during either of those weeks. [Reference: Bylaw 17.1.5.4 (required days off -- playing season).]
