Acting for the Division I Management Council, the Division I Academics/
Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Recruiting/Contacts/Evaluations/
Men's Basketball

1. Proposal 01-52 (as amended by 01-52-2 and 01-52-3) -- Evaluation Activities During the April Contact Period. In the sport of men's basketball, it is permissible to engage in evaluation activities during the April contact period at the site of a prospect's educational institution, provided such activities occur in conjunction with a permissible contact. Contacts/Certified Events/Men's Basketball

2. Proposal 01-53 -- Contact at Certified Summer Men's Basketball Events. In the sport of men's basketball, the regulation that prohibits institutional staff members in attendance at nonscholastic certified events from having any contact with the prospect, the prospect's relatives or legal guardians, the prospect's coach or any individual associated with the prospect as a result of the prospect's participation in basketball applies to all types of interaction (for example, in-person contact, telephone calls, facsimile, pager). All communication with the prospect or any of above-referenced individuals, directly or indirectly, is prohibited during the time period in which the prospect is participating in the certified event. Recruiting/Personnel

3. Noncoaching Athletics Department Staff Members with Sports-Specific Responsibilities Speaking at Banquets or Meetings. A noncoaching staff member (for example, administrative assistant, director of high-school operations) with sport-specific responsibilities may not attend or speak at banquets and meetings that are conducted primarily to recognize prospects (for example, high-school awards banquet, high-school all-star banquet). Playing and Practice Seasons/Soccer

4. Olympic and National Teams Developmental Program Exception. The provisions of NCAA Bylaw 17.7.8.1.2.2 are applicable only to development programs that are conducted and administered by the national governing body (NGB). The NGB shall be responsible for selecting the coaches who will be involved in coaching activities as part of the Olympic or National Team Development Program. Further, the NGB or the selected coaches shall select the involved participants.
