The NCAA Division II Men's Basketball Committee spent much of its annual meeting June 3-6 in Jackson, Wyoming, formulating a recommendation to the Division II Championships Committee to expand its bracket from 48 teams to 64 teams for 2002-03.

Under the recommendation, which is identical to that of the Division II Women's Basketball Committee, eight regionals would be used to determine the eight teams that would advance and vie for the national championship at the Elite Eight. The format of those regionals would be identical to that currently used for the Elite Eight itself. Quarterfinals would be played Friday, and semifinals would be played Saturday. Sunday would be an open day. The regional finals would be played Monday. The bracket would match the No. 1 and No. 8 seeds, continuing through to the No. 4 and No. 5 seeds. The home team for the regional would be permitted to choose the session (afternoon or evening) in which it would participate.

The committee will also recommend to the Division II Championships Committee that the strength-of-schedule criteria be adjusted. Under the recommendation, a win on the road against a team with a winning percentage of .750 or better would receive a higher point value than a win at home against a team with the same winning percentage. Further, a loss on the road against a team with a winning percentage of .750 or better would receive a higher point value than a loss at home against the same type of team. In terms of numbers, a win on the road versus a team at .750 or above would earn the winner 17 points instead of the current 15.

Also with respect to strength of schedule, the committee will recommend that the value placed on a loss to a non-Division I or non-Division II opponent not be dependent upon the winning percentage of the opponent.

The committee also spent considerable time talking about developing and enforcing a code of ethics for players and coaches.
