The NCAA News

Following are two legislative drafts of interpretations issued by the Interpretations Subcommittee of the Legislation Committee and approved by the Division II Management Council, and an official interpretation issued by the Management Council. All three have been recommended for incorporation into the Division II Manual.

Academic Support Services

1. Academic Support Services/Use of Training-Room Facilities for a 4-4 Transfer. It is permissible for an institution to provide academic support services and the use of training-room facilities to a prospect who previously attended a four-year institution, provided he or she has signed a written offer of financial aid and/or admission and is enrolled at the institution during the summer prior to initial full-time enrollment.

The subcommittee noted that such individuals are not permitted to sign another National Letter of Intent. [Reference: NCAA Bylaw 13.2.7 (academic support services/use of training room facilities).]

Tuition Discount

2. Tuition Discount for International Students. An institution may exempt, from individual and institutional limits, the value of a tuition discount received by a student-athlete as part of a program that allows a discount to all international students who are allowed to pay tuition costs with international currency. Season of Competition

3. Season of Competition -- Year in Residence. The NCAA Division II Management Council reviewed 2001 NCAA Convention Proposal No. 12 and an official interpretation [reference: 1/8/01] and determined that the year-in-residence requirement specified in Proposal No. 12 may be satisfied at any NCAA Division II institution. That is, a prospect subject to the provisions of NCAA Bylaw 14.2.4.2 may serve the required year in residence at a Division II institution and subsequently transfer to a second Division II institution and be immediately eligible if all other applicable transfer requirements are satisfied.

Further, any prospect who is subject to the provisions of 14.2.4.2 and attends a non-Division II collegiate institution and then transfers to a Division II institution must serve a year in residency at the Division II institution.
