Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Recruiting/Prospective
Student-Athlete

1. Recruitment of Individuals Before Ninth Grade. A coaching staff member may not contact, telephone or send written correspondence to an individual (including an individual who has not started classes for the ninth grade) before the time period designated for such activity in accordance with NCAA recruiting regulations. A coaching staff member may observe an individual participating in an athletically related activity before the ninth grade since there are no prescribed dates in which it is permissible to engage in evaluation activity. All recruiting restrictions continue to apply to any individual who has entered the ninth grade or has attained prospective student-athlete status in accordance with Bylaw 13.02.10. Recruiting/Practice or Competition

2. Coaching Staff Member Sending Facsimile to Prospect's Hotel During an Athletics Event. It is permissible for a coaching staff member to send a facsimile to a prospect while the prospect is participating in an athletics event, provided the facsimile is sent directly to prospect (for example, the front-desk of the hotel, the prospect's personal fax machine) and there is no additional party (for example, camp employee, coach) involved in disseminating the correspondence.
