Conference No. 6
March 28, 2001

Acting for the Division I Management Council, the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Offers and
Inducements/Recruiting

1. Academic Support Services/Use of Training-Room Facilities for a 4-4 Transfer. It is permissible for an institution to provide academic support services and the use of training-room facilities to a prospect who previously attended a four-year institution, provided he/she has signed a written offer of financial aid and/or admission and is enrolled at the institution during the summer before initial full-time enrollment. The subcommittee noted that such individuals are not permitted to sign another National Letter of Intent. [Reference: NCAA Bylaw 13.2.7 (academic support services/use of training room facilities).]

Championships/Logo Restrictions
Bench Personnel

2. Championships Logo Restrictions on Bench Personnel. The logo restrictions set forth in Bylaw 12.5.4-(b) that apply to apparel worn by student-athletes are applicable during NCAA championship events to all personnel (for example, coaches, trainers) who are on the team bench for practices and games or who participate in NCAA news conferences.

Thus, during NCAA championships, it is not permissible for coaches and other bench personnel to wear lapel pins or other items attached to their clothing that identify any commercial entity (including apparel companies). [References: Bylaws 12.5.2.1 (advertisements and promotions subsequent to enrollment), 12.5.4 (use of logos on equipment, uniforms and apparel) and 31.1.7 (logo restrictions -- bench personnel) and official interpretation 07/26/94, Item No. 3.]
