Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Recruiting/Official Visits

1. Post-High-School Official Visits. A prospect is not required to graduate from high school in order to receive a permissible post-high-school official visit (that is, beginning October 15 after the prospect's completion of high school). [Reference: Bylaw 13.7.1.3 (post-high-school visits).]

Recruiting/Coaching Clinics

2. Attending a Coaching Clinic at a Prospect's Educational Institution During an Evaluation Period. An institutional staff member who attends a coaching clinic at a prospect's educational institution is charged with a visit to the prospect's educational institution, regardless of whether classes are in session. Thus, such activity is not permissible outside a contact or evaluation period. In sports other than football, such activity constitutes an evaluation if it occurs during a contact or evaluation period. In Division I-A and I-AA football, such activity is considered an evaluation if it occurs during either the spring or the fall evaluation period, but is considered a contact if it occurs during a contact period. The subcommittee noted if such activity occurs during the spring football evaluation period, it may be counted as either an academic or an athletics evaluation.
