Acting for the Division I Management Council, the Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Membership/Scheduling Requirements

1. Counting Reclassifying Members to Satisfy Scheduling Requirements. If an institution elects to reclassify its program (or a specific sport) to Division I over a period that exceeds the minimum two-year requirement, the institution may be counted by a Division I member opponent in meeting applicable scheduling requirements only during its final year of reclassification. [References: NCAA Bylaws 20.9.4.1 (scheduling requirement), 20.9.5.4.1.1 (second year of reclassification -- basketball), 20.9.6.2.1.1 (second year of reclassification -- football I-A) and 20.9.7.2.1.1 (second year of reclassification -- football I-AA).]

Practice and Competition Expenses

2. Institution Providing Travel Expenses for Rowing Student-Athletes in Conjunction with Winter Training Trip. There is no legislative authority to use the provisions of NCAA Bylaw 16.8.1.4 when providing travel expenses to student-athletes in the sport of women's rowing in conjunction with travel to and from a winter-training trip conducted during a vacation period that does not include competition. A student-athlete in the sport of women's rowing who is involved in a winter-training trip and returns home during the vacation period must pay for the equivalent of one round trip transportation costs between the student-athlete's home and the institution's campus.
