DIVISION II

Delegates approve legislation to deregulate Bylaws 11,13

Division II delegates overwhelmingly approved a set of 11 proposals to deregulate Bylaws 11 and 13 during the Division II business session of the 2000 NCAA Convention January 10 in San Diego.

Only Proposal No. 35, a proposal that related to permissible telephone calls to prospective student-athletes, was defeated during the division's 47-proposal legislative session.

Delegates also approved legislation that would permit creation of a women's championship if minimum sponsorship criteria have been met for one year (rather than two).

During the Division II issues forum, delegates discussed health-care and safety issues, along with possible changes to amateurism policy.

DIVISION III

Nontraditional seasons issue sent back to Presidents Council

After a close vote and spirited debate, Division III delegates to the 2000 NCAA Convention voted January 10 to refer a controversial proposal on nontraditional seasons back to the Division III Presidents Council.

Convention Proposal No. 55 would have prohibited outside competition during nontraditional seasons, effective August 1.

The proposal at first was adopted by a margin of three votes, but a number of delegates thought their votes were not recorded by the electronic vote-recording system. Given the closeness of the vote and the technical difficulties that took place with the vote-recording system, the proposal was brought before the membership during the window of reconsideration later that day. After much additional debate, a motion to refer the proposal back to the Presidents Council was passed by a margin of nearly 50 votes.

DIVERSITY

Deadline is February 6 for Division II grant program

Division II members interested in applying for the Division II Strategic Alliance Matching Grant Enhancement Program have until February 6 to submit their applications.

The three-year program is designed to assist member institutions in achieving greater ethnic and gender diversity on their athletics staffs. Although the grants may be used for other purposes, the expectation is that most institutions will use the funds for employment purposes. The NCAA will fund 75 percent of the grant in the first year, 50 percent in the second and 25 percent in the third.

Winners will be selected by a blue-ribbon committee including former Division II Management Council member Alfreeda Goff, former Division II Presidents Council chair Adam Herbert, former Division II Chief of Staff Nancy L. Mitchell and former NCAA Director of Professional Development Stanley D. Johnson.

Any active Division II member institution or conference is eligible to apply.

RULES COMPLIANCE

Membership to receive regional seminar mailing

A mailing will be sent February 1 to all Divisions I and II compliance coordinators, conference commissioners, directors of athletics, faculty athletics representatives and senior woman administrators containing registration materials for the 2000 NCAA Regional Rules Compliance Seminars.

The seminar dates and sites are: April 26-28, Nashville, Tennessee; May 10-12, Long Beach, California; and May 31 through June 2, Orlando, Florida.

RULES COMPLIANCE

Video conference scheduled to aid high-school administrators

A video conference for high-school counselors, athletics administrators and coaches will be conducted February 22 from noon to 2 p.m. Eastern Standard Time.

The satellite coordinates for the video conference are:

Telstar 6, transponder 7 (C-Band Satellite)

Downlink frequency: 3840 MHz (v)

Audio frequency: 6.2/6.8 mixed program

The program can be accessed only by a steerable or moveable c-band satellite dish and not through KU Band satellite, DSS Primestar, USSB, Channel One, Cable TV, DirecTV, Whittle Communications or other such services.

The trouble-shooting numbers are 317/633-7410 and 317/633-7413. The numbers are accessible only on the day of the broadcast.
