The following interpretations were issued by the Division II Management Council April 11:

Definition of Practice

1. Definition of Practice -- Four-Year College Transfer Exceptions. The provisions of NCAA Bylaws 14.5.5.3.7, 14.5.5.3.8, 14.5.5.3.9, 14.5.5.3.10 and 17.02.1.1 were reviewed and it was determined that a student-athlete who participated in countable athletically related activities, other than practice [as defined in Bylaw 17.02.1.1-(a)] and competition would be eligible to use the exceptions set forth in Bylaw 14.5.5.3 (exceptions or waivers for transfers from four-year colleges). [Reference: NCAA Bylaws 14.5.5.3.7 (discontinued/nonsponsored sport exception), 14.5.5.3.8 (two-year nonparticipant exception), 14.5.5.3.9 (return to original institution without participation exception), 14.5.5.3.10 (nonrecruited student exception) and 17.02.1.1 (countable athletically related activities).]

Reclassification

2. Reclassification -- Rules Compliance. A Division II institution petitioning for reclassification to Division I must be in compliance with all Division I legislation (as opposed to the more stringent rule) (except Bylaw 20) during the reclassification compliance period (i.e., two years). The institution must be in compliance with Division I requirements set forth in Bylaw 20 at the time of petition. [Reference: Bylaw 20.5.2.3 (compliance with criteria).]
