Two more bowls increase certified postseason games to 25

Two new bowls, one in Houston and the other in San Jose, California, received certification for the 2000-01 season from the NCAA Football Certification Subcommittee, which met April 19-21 in Fort Lauderdale, Florida.

The two new bowls that received final certification are the galleryfurniture.com Bowl, in Houston, and the Silicon Valley Classic in San Jose.

One proposed bowl game for 2001-02 received initial certification from the subcommittee. Representatives of the New Orleans Bowl in New Orleans will be required to make an additional appearance before the committee in April 2001 to assure that all postseason bowl requirements have been met before receiving final certification.

The subcommittee also received applications from two other groups, the Hoosier Bowl in Indianapolis, and the Freedom Bowl in San Francisco, for play during the 2001-02 season. Representatives for each were asked to provide additional information before the subcommittee considers initial certification during its September meeting.

"We've reviewed the 1999-00 bowl operations, and we're confident the current bowl system structure will work well for years to come," said John Kasser, chair of the subcommittee and athletics director at the University of California, Berkeley.

The subcommittee has recertified 23 other bowls. NCAA member institutions may not participate in postseason football competitions that are not certified. The certification process ensures that bowls meet specific standards for such items as officiating, insurance and distribution of funds.

In addition to certifying next year's bowls, the subcommittee recommended to the Division I Championships/Competition Cabinet that the Association discontinue the certification of college all-star games.

The subcommittee noted that in 1989, the NCAA determined that the certification process would not apply to all-star games not held on a member institution's campus. Further, a decision to eliminate the certification process would be in line with the Division I deregulation philosophy and would place the responsibility for decisions about all-star participation at the campus level.

The subcommittee also asked the cabinet to delete as legislation the provisions of NCAA Bylaw 30.9 that deal with the operation of postseason bowls and delegate to the subcommittee the authority to implement those items as policy noted in the Postseason Football Handbook. The subcommittee reasoned that most of the regulations in question (for example, definition of gross receipts, ticket allocations, punitive actions, insurance requirements, etc.) relate to bowl sponsors rather than to member institutions; further, reclassifying these requirements as policy matters rather than legislatively permits the subcommittee to address changes to these policies in a more timely manner (rather than as proposed legislation through the governance structure).
