Conference No. 1
January 28, 2000

Acting for the Division I Management Council, the Academics/
Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations issued the following interpretations:

Playing and Practice Seasons/Exempted Contests

1. Annual Exemption for Competition Against U.S. National Team. (I) In those sports in which it is permissible to exempt a contest/date of competition against the U.S. national team from the maximum contest limitations, an institution is permitted to exempt a contest/date of competition played against any team, selected and designated by the appropriate governing body as a U.S. national team (for example, the Under-21 national team). [Reference: NCAA Bylaw 17._.5.2. (annual exemptions -- U.S. National Team).]

Advertisements and Promotions/ Championship Posters

2. Posters Produced by Conferences to Promote Conference Championships. (I) A conference is permitted to produce a poster promoting its conference championship and send it to a high-school coach and/or his or her educational institution, inasmuch as such a poster is not considered recruiting material. The subcommittee noted, however, that it remains impermissible for such posters to be sent to prospects. [References: NCAA Bylaw 13.4.5 (Advertisements and Promotions) and Proposal No. 99-24 (Advertisements and Promotions -- Championship Posters).]
