The following chart highlights legislative actions taken by the Division I Management Council during its April 10-11 meeting in Indianapolis. Legislative proposals that were considered at this meeting are arranged according to NCAA bylaw or constitution and are categorized as either having been approved a second time and forwarded to the Board of Directors for adoption, approved for the first time and distributed to the membership for comment, defeated, tabled or referred to another governance entity for additional review. For a complete list of the actions taken by the Council regarding basketball legislation, refer to the chart on page 11 of this issue of The NCAA News.

Final approval

* No. 2000-37, establishing a two-year membership moratorium on the election of new provisional and active Division I members, including institutions that desire to reclassify from Division II to Division I or desire to establish multidivisional membership (i.e., sponsoring a Division I sport).

* No. 99-87, specifying that the term of the Management Council chair shall be one year and to establish the position of vice-chair. (Effective date: August 1, 2000.)

* No. 99-119, specifying that members of the Division I Management Council are eligible for immediate re-election. (Effective date: Immediately.)

Final approval

* No. 99-4 as amended by No. 99-4-1, regarding institutional control/outside income. (Effective date: Immediately.)

* No. 99-89, which would provide for a volunteer coach in track and cross country. (Effective date: August 1, 2000.)

Final approval

* No. 98-37, allowing currently enrolled student-athletes (as well as prospective student-athletes) to receive funding to cover actual and necessary developmental training expenses approved by the USOC or appropriate national governing body. (Effective date: Immediately.) (Approved as emergency legislation and forwarded to the Board of Directors for adoption.)

Initial approval

* No. 2000-04, permitting an individual to receive educational expenses from a sports governing organization of a foreign country that is the equivalent of the USOC or U.S. national governing body. (Effective date: Immediately.)

* No. 2000-05, permitting student-athletes who are members of the Olympic team to accept all nonmonetary prizes and benefits associated with participation in the Olympic Games, regardless of whether or not the student is enrolled at the time of participation. (Effective date: Immediately.)

* No. 2000-19, permitting student-athletes to receive commemorative items incidental to participation in the Olympic Games, World University Games, Pan American Games, World Championships and World Cup events. (Effective date: August 1, 2000.)

Defeated

* No. 2000-28, regarding prospective and current student-athletes accepting Operation Gold Grant funds based on place finish at the 2000 Olympic Games.

Final approval

* No. 99-98, regarding de minimis violations in recruiting. (Effective date: Immediately.)

* No. 99-99, regarding transportation during unofficial visits. (Effective date: Immediately.)

* No. 99-100, specifying that camps, clinics and conferences conducted by Athletes in Action shall be exempt from NCAA restrictions. (Effective date: August 1, 2000.)

[Note: The Council requested widespread distribution of the guidelines being developed by the Academics/Eligibility/Compliance Cabinet for reviewing exceptions for camps, clinics and conferences sponsored by similar organizations.]

* No. 99-101, specifying electronic chat-room sessions as a telephone call as opposed to general correspondence.

(The Council amended the proposal, as recommended by the Legislative Review/Interpretations Subcommittee of the Academics/Eligibility/ Compliance Cabinet, to indicate that any electronic correspondence sent by "instant messenger" or similar means also would be considered a telephone call regardless of whether such forms of communication are prearranged.) (Effective date: August 1, 2000.)

* No. 99-104, revising the current football recruiting calendar (Divisions I-A and I-AA divided votes).

(The Council amended the proposal to specify that the winter contact period begins the last Sunday following the last Saturday in November.) (Effective date: August 1, 2000.)

Initial approval

* No. 2000-06, increasing from $25 to $100 or less the dollar limit for which an institution does not have to declare an individual ineligible and seek reinstatement when the individual receives an improper benefit. (Effective date: Immediately.)

* No. 2000-29, permitting a coaching staff member who serves on an official committee of USA Basketball to be involved in noncoaching activities for the U.S. Junior National teams. (Effective date: Immediately.)

Defeated

* No. 99-103, regarding the recruiting calendar in women's basketball. (The proposal was initially granted second approval by the Council but was defeated upon reconsideration.)

* No. 98-67, permitting an institution to produce and show electronically stored information to a prospect and his or her coach, as specified.

Final approval

* No. 99-9, permitting a nonqualifier to earn back a fourth season of eligibility provided the student-athlete has received a baccalaureate degree before the start of the fifth academic year. (Effective date: August 1, 2000.)

* No. 99-45, allowing prospects to substitute grades earned in postgraduate high-school work for grades attained before high-school graduation in order to satisfy initial-eligibility core-course requirements. (Effective date: August 1, 2000; for those student-athletes first entering a college on or after August 1, 2000.)

* No. 99-95, eliminating the application deadline for a season-of-competition waiver. (Effective date: Immediately.)

* No. 99-96, granting the Satisfactory-Progress Waiver Committee with oversight for waivers submitted by independent institutions. (Effective date: Immediately.)

* No. 99-97, regarding discontinued academic program waivers. (Effective date: Immediately.)

Initial approval

* No. 2000-07, permitting a one-time transfer from a Division I-AA institution that offers athletically related aid to an institution that does not offer athletically related aid in the sport of football. (Effective date: August 1, 2000.)

Defeated

* No. 99-40, permitting a partial qualifier to earn a fourth season of competition, provided he or she is enrolled in and has successfully completed 80 percent of the requirements of a five-year degree program.

Tabled

* No. 99-82, relating to eligibility and seasons of competition for student-athletes after their 19th birthday.

Defeated

* No. 99-81, allowing Division I schools to include required course-related supplies in the value of a student-athlete's full grant-in-aid.

* No. 2000-08, increasing to 14 the value of financial aid awards (equivalencies) that an institution may provide in any academic year in the sport of women's soccer.

Final approval

* No. 99-66, permitting schools to provide day planners to student-athletes. (Effective date: Immediately.)

* No. 99-72, as amended by the NCAA Committee on Competitive Safeguards and Medical Aspects of Sports to allow schools to provide only non-muscle building nutritional supplements to a student-athlete at any time for the purpose of providing additional calories and electrolytes, provided the supplements do not contain any NCAA-banned substances. Permissible non-muscle building nutritional supplements are identified according to the following classes: carbohydrate/electrolyte drinks, energy bars, carbohydrate boosters, and vitamins and minerals. (Effective date: August 1, 2000.)

* No. 99-114, permitting an institution to provide the parents and/or legal guardians of student-athletes with reasonable refreshments in conjunction with educational events. (Effective date: August 1, 2000.)

* No. 99-115, regarding complimentary admissions for a student-athlete's parents and/or legal guardians. (Effective date: August 1, 2000.)

Initial approval

* No. 99-65, permitting an institution to provide complimentary admission to an institutional awards banquet for the spouse and children of any student-athlete being honored at the banquet. (Effective date: Immediately.)

* No. 2000-09, permitting student-athletes to accept all nonmonetary prizes and benefits associated with participation in the Olympic Games at any time, regardless of whether the student is enrolled at the time of participation. (Effective date: Immediately.)

* No. 2000-10, permitting family members of student-athletes participating in the Olympic Games to receive nonmonetary benefits provided to all family members of Olympians. (Effective date: Immediately.)

Defeated

* No. 99-70, permitting an institution to provide snacks, consisting specifically and solely of fruit and bread items, to student-athletes after one practice each day.

Referred

* No. 99-61, permitting schools to allocate $20 per day in incidental expense money to student-athletes who remain on campus to practice for bowl games. (Referred to the Championships/Competition Cabinet)

Final approval

* No. 99-74, providing for specified voluntary workouts that are not considered as a countable athletically related activity.

[The Council amended the proposal to to permit the involvement of the strength and conditioning coaches only during vacation periods (for example, summer) and not during the academic year.] (Effective date: Immediately.)

* No. 99-75, permitting men's and women's golf teams from schools that host national championships to miss class time for a practice round the day before the event. (Effective date: Immediately.)

* No. 99-78, specifying end-of-season dates in gymnastics. (Effective date: Immediately.)

* No. 99-92, specifying that no more than two student-athletes with intercollegiate basketball eligibility remaining from the same school may compete on the same outside basketball team. (Effective date: Immediately.)

Initial approval

* No. 2000-15, permitting Divisions I-A and I-AA football student-athletes to view up to two hours of film per week as part of the permissible eight hours of required weight training and conditioning activities during the academic year outside of the playing season. (Effective date: Immediately.)

Defeated

* No. 2000-12, permitting a Division I school to exempt annually one contest against a professional baseball team.

<SIZE=4Bylaw 18

Final approval

* No. 99-60, establishing a separate Division I Women's Lacrosse Championship. (Effective date: August 1, 2000; effective with the 2001 championship.)

* No. 99-62, establishing a National Collegiate Championship in women's ice hockey, effective 2000-01, and establishing a women's ice hockey committee, as specified. (Effective date: August 1, 2000.)

[The Council gave final approval and forwarded to the Board for adoption the parts of the proposal that establish a National Collegiate Championship in women's ice hockey, but deferred establishing a women's ice hockey committee until the consideration of Proposal No. 99-62-1 (subsequently renumbered as Proposal No. 2000-32.)]

* No. 99-63, establishing a National Collegiate Championship in women's water polo, effective 2000-01, and establishing a women's water polo committee, as specified. (Effective date: August 1, 2000.)

Initial approval

* No. 99-58, requiring schools to meet the minimum scheduling requirements for a period of two years to be eligible to enter a team or an individual in an NCAA championship. (Effective date: August 1, 2000.)

* No. 99-58-1, requiring Division I-AA football schools to meet the minimum scheduling requirements for a period of two years to be eligible to enter a team or an individual in an NCAA Division I-AA Football Championship. (Effective date: August 1, 2000.)

* No. 2000-26, permitting the division Management Councils to waive the minimum sports sponsorship requirements necessary to establish a National Collegiate Championship in an emerging sport for women. (Effective date: August 1, 2000.)

Final approval

* No. 2000-36, specifying that a Division I institution shall satisfy football attendance requirements only if it averages more than 17,000 in actual paid attendance per home contests in the immediate four-year period and to eliminate all exceptions/waivers to those requirements; further, to require actual use of a ticket sold at a regularly established ticket price in order to count the ticket in computing attendance figures; further, to require the institution's annual audit to verify attendance to be conducted by an outside firm and verified by the national office staff; and, finally, if an institution fails to meet the requirements, it shall be placed in restricted membership category for a maximum of three years.

<SIZE=4Bylaw 21

Final approval

* No. 99-59, stipulating that no more than two members of the Division I Women's Softball Committee may be appointed from the same region. (Effective date: Immediately.)

* No. 99-80, which specifies that at least 50 percent of total positions on the Association-wide and common committees with rules administration responsibilities shall be filled by coaching staff members. (Effective date: August 1, 2000.)

* No. 99-93, establishing a standing common foreign student records committee. (Effective date: Immediately.)

* No. 99-116, which would add one Division I student-athlete to the Olympic Sports Liaison Committee to serve in an advisory capacity. (Effective date: Immediately.)

* No. 99-117, which would add one Division I student-athlete to the Division I Committee on Financial Aid to serve in an advisory capacity. (Effective date: Immediately.)

* No. 99-118, modifying the composition requirements of the Division I Academics/Eligibility/Compliance Cabinet by reducing from three to two the number of positions mandated for Divisions I-AA and I-AAA directors of athletics. (Effective date: August 1, 2000.)

* No. 2000-22, establishing a men's and women's ice hockey rules committee. (Effective date: Immediately.) (Approved as emergency legislation and forwarded to the Board of Directors for adoption.)

* No. 2000-31, establishing January 1 as the expiration date for terms on the Division I Initial-Eligibility Waiver Committee. (Effective date: Immediately.) (Approved as emergency legislation and forwarded to the Board of Directors for adoption.)

* No. 2000-32, establishing a Women's Ice Hockey Committee that is responsible only for championship administration. (Effective date: Immediately.) (Approved as emergency legislation and forwarded to the Board of Directors for adoption.)

Initial approval

* No. 2000-16, providing representation on the Minority Opportunities and Interests Committee from the Division I Management Council. (Effective date: Immediately.)

* No. 2000-18, expanding the National Youth Sports Program Committee from five to nine members. (Effective date: Immediately.)

* No. 2000-23, regarding the composition of the Men's and Women's Skiing Committee. (Effective date: August 1, 2000.)

* No. 2000-24, exempting the Men's and Women's Skiing Committee from the requirement that at least 25 percent of the positions be filled by noncoaching staff members. (Effective date: August 1, 2000.)

* No. 2000-25, establishing a Women's Volleyball Rules Committee. (Effective date: August 1, 2000.)

* No. 2000-27, expanding the Division I Men's and Women's Tennis Committee from 12 to 14 members. (Effective date: August 1, 2000.)

<SIZE=4Bylaw 30

Final approval

* No. 2000-14, establishing a dead period in Division I surrounding the National Collegiate Women's Lacrosse Championship. (Effective date: Immediately.)

* No. 2000-17, clarifying the procedures used in administering the drug-testing consent form and to specify that failure to follow such procedures shall be an institutional violation. (Effective date: Immediately.)

* No. 2000-30, regarding practice opportunities once a student-athlete has exhausted his or her five years of eligibility. (Effective date: Immediately.)

<SIZE=4Bylaw 31

Final approval

* No. 2000-20, eliminating the requirement for automatic qualification into an NCAA championship that competition must be of sufficient quality to warrant automatic qualification (i.e., won-lost record, strength of schedule). (Effective date: Immediately.)

* No. 2000-21, increasing the official traveling parties in women's soccer, softball and field hockey. (Effective date: August 1, 2000.)

* No. 2000-64, modifying requirements member institutions or conferences must satisfy in order to receive automatic qualification into Division I championships. (Effective date: Immediately.)
