The NCAA News

Following is the report of the April 27 meeting of the Division I Board of Directors at the NCAA national office in Indianapolis. All actions taken by the Board of Directors are included. Highlights of the meeting were reported in the May 8 issue of The NCAA News.

1. Review of Legislative Proposals Related to Basketball Approved by the Management Council.

a. Proposal No. 99-120-C -- Summer Financial Aid -- Division I Basketball. Intent: To permit a Division I institution to provide athletically related financial aid to a prospective basketball student-athlete to attend the institution's summer term prior to the prospective student's initial, full-time collegiate enrollment, provided he or she is enrolled in a minimum of six hours of academic course work (other than physical education activity courses) that is acceptable degree credit toward any of the institution's degree programs. BOARD ACTIONS:

(1) Adopted the proposal as amended by the Management Council. Effective date: August 1, 2000, for the summer of 2001. (Unanimous voice vote.)

(2) Agreed that matching funds would be provided by the NCAA during the five-year experimental period to assist institutions in paying costs related to summer school enrollment for entering student-athletes. (Unanimous voice vote.)

b. Proposal No. 99-122-A -- Financial Aid -- Initial Counters -- Division I Men's Basketball. Intent: To establish a limit on the number of initial counters in the sport of Division I men's basketball. [Source: NCAA Division I Working Group to Study Basketball Issues.]

BOARD ACTION: Adopted the proposal as amended by the Management Council. Effective date: August 1, 2001. (Unanimous voice vote.)

c. Proposal No. 99-125-A -- Eligibility -- Midyear Transfers -- Division I Basketball. Intent: To specify that all midyear transfers in the sport of men's and women's basketball shall not be eligible for intercollegiate competition until the ensuing academic year. [Source: NCAA Division I Working Group to Study Basketball Issues.]

BOARD ACTION: Amended the effective date to August 1, 2001, for those student-athletes first entering the certifying institution on or after August 1, 2001, and adopted the proposal as amended. Effective date: August 1, 2001; for those student-athletes first entering the certifying institution on or after August 1, 2001. (Unanimous voice vote.)

d. Proposal No. 99-127 -- Support Services -- CHAMPS/
Life Skills Program. Intent: To specify that all Division I institutions shall be required to conduct NCAA CHAMPS/Life Skills programs (or an equivalent program) on its campus for all student-athletes. [Source: NCAA Division I Working Group to Study Basketball Issues.]

BOARD ACTIONS:

(1) Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

(2) Suggested that evaluation of institutional life skills programs should be included as part of Division I athletics certification.

e. Proposal No. 99-128-B -- Recruiting Calendar -- Division I Men's Basketball. Intent: To revise the Division I men's basketball recruiting calendar as follows: [Source: Big Ten Conference and Southeastern Conference.]

A. Replace the summer evaluation period as currently structured.

B. Increase the number of evaluation days during the academic year evaluation period from 40 to 70.

C. Permit coaching staff members to evaluate only basketball activities and events approved, sanctioned, sponsored or conducted by the applicable state high-school association, national federation of state high-school associations or national junior college athletic association (other than contests that are part of the prospect's normal high-school, preparatory school or two-year college season).

D. Increase the time period for making contacts during the fall.

E. Eliminate all contacts or evaluations following the conclusion of nonscholastic basketball events.

BOARD ACTIONS:

(1) Reaffirmed its commitment to changing the current summer basketball recruiting environment; and emphasized its expectations that substantive changes will be made that could include a new summer recruiting system and that will return the recruiting and decision-making process to the student-athletes, parents, high-school coaches, and university coaches and administrators.

(2) Adopted the proposal as amended by the Management Council. Effective date: August 1, 2001. (Unanimous voice vote.)

f. Proposal No. 99-128-D -- Recruiting Calendar -- Division I Men's Basketball. Intent: To revise the Division I men's basketball recruiting calendar as follows: [Source: Pacific-10 Conference.]

A. Permit men's basketball coaches to contact prospective men's basketball student-athletes for 18 days within a 30-day period beginning the Thursday after Labor Day.

B. Establish a contact period Friday following the NCAA Division I Men's Basketball Championship game through nine days following the initial signing date for the spring signing of the National Letter of Intent.

[Note: This change would be accompanied by a request to the National Letter of Intent steering committee to alter the date for signing the spring National Letter of Intent from May 15 to May 1.]

C. Reduce the current July evaluation period from 24 to 14 days. The 14 days shall be structured to provide for a 10-day dead period surrounded by two seven-day evaluation periods.

D. Increase the evaluation days during the academic year evaluation period from 40 to 50.

BOARD ACTION: Adopted the proposal as amended by the Management Council. Effective date: August 1, 2000. (Unanimous voice vote.)

g. Proposal No. 99-131-B -- Ethical Conduct -- Gambling Activities -- Sanctions. Intent: To establish a two-tiered process of sanctions for violations of NCAA gambling/sports wagering legislation, as specified. [Source: Pacific-10 Conference.]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

h. Proposal No. 99-132-B -- Committees -- Division I Basketball Issues Committee. Intent: To establish a new NCAA Division I Basketball Issues Committee, as specified. [Source: Pacific-10 Conference.]

BOARD ACTIONS:

(1) Stated that the committee would be appointed by the Board, be chaired for the first two years of its existence by an institutional chancellor or president, submit a report for each Board meeting for the first two years, submit legislative recommendations through the normal legislative process and be staffed by senior NCAA staff members.

(2) Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

2. Actions Related to Basketball Proposals not Approved by the Management Council.

a. Proposal No. 99-121-A -- Financial Aid -- Division I Basketball -- Overall Counters. Intent: To establish an incentive-based financial aid model in which overall financial aid limits in the sport of Division I men's basketball shall be determined based on each institution's average four-year graduation rate in that sport, as specified. [Source: NCAA Division I Working Group to Study Basketball Issues.]

BOARD ACTIONS (unanimous voice vote):

(1) Noted that current graduation rates for men's basketball student-athletes are unacceptable and that it is essential that academic standards be a major part of the basketball reform movement.

(2) Amended the proposal to create a two-tiered grant-in-aid system that would decrease the permissible financial aid awards in men's basketball to 12 for institutions with an adjusted four-year average graduation rate in men's basketball of less than 50 percent and that would retain a limit of 13 for institutions with graduation rates of 50 percent or higher.

(3) Sent the proposal as amended to the Management Council for fine tuning, including clarification of how to determine the adjusted graduation rate or "good academic standing" for the purpose of excluding some men's basketball student-athletes from the calculation of graduation rates.

(4) Instructed the Management Council to forward a proposal consistent with these principles to the membership for comment and ultimately to the Board for final action in April 2001.

b. Proposal No. 99-124-A -- Continuing Eligibility -- Division I Basketball. Intent: To require entering freshman student-athletes in the sport of Division I basketball to successfully complete a minimum of 12 hours by the conclusion of the student-athlete's first term of enrollment that are acceptable toward the student-athlete's degree program and achieve a minimum grade-point average of 2.000 in such credit hours. BOARD ACTION: Referred the proposal to the new Basketball Issues Committee to:

* Consider establishing an appropriate and functional satisfactory academic progress standard for men's basketball student-athletes at the end of the first fall term of attendance; and

* Forward any legislative recommendations through the normal legislative process.

(Unanimous voice vote -- Frohnmayer abstained.)

3. Emergency, Noncontroversial Legislation.

a. Proposal No. 98-37 -- Amateurism -- Developmental Training Expenses. Intent: To allow currently enrolled student-athletes (as well as prospective student-athletes) to receive funding to cover actual and necessary developmental training expenses that are approved by the U.S. Olympic Committee or appropriate national governing body. BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

b. Proposal No. 2000-22 -- Committees -- Men's and Women's Ice Hockey Rules Committee. Intent: To establish a men's and women's ice hockey rules committee, as specified. [Source: Division I Management Council (NCAA Division I Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

c. Proposal No. 2000-31 -- Committees -- Division I Initial-Eligibility. Intent: To establish January 1 as the expiration date for the terms of members of the Division I Initial-Eligibility Waiver Committee. BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

d. Proposal No. 2000-32 -- Committees -- Women's Ice Hockey. Intent: To establish a Women's Ice Hockey Committee that only is responsible for championship administration. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

e. Proposal No. 2000-37 -- Division I Membership -- Moratorium. Intent: To establish a two-year membership moratorium on the election of new provisional and active Division I members, including institutions that desire to reclassify from Division II to Division I or desire to establish multidivisional membership (i.e., sponsoring a Division I sport). [Source: NCAA Division I Management Council (Membership Subcommittee).]

BOARD ACTIONS:

(1) Noted that institutions that had provided notification to the NCAA regarding an intent to apply for Division I membership, prior to the announcement of the possibility of a moratorium, could receive consideration for a waiver of the moratorium legislation.

(2) Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

4. Second Review of Legislative Proposals Given Initial and Final Approval by the Management Council.

a. Proposal No. 99-4-1 -- Institutional Control -- Outside Income. Intent: To specify that the permissible general prior written approval that may be granted by the chief executive officer for athletically related income and benefits from sources outside the institution may be approved by a designee (outside the athletics department) of the chief executive officer; further, to require an institution's director of athletics (or designee) to approve such income and benefits. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

b. Proposal No. 99-4 -- Institutional Control -- Outside Income. Intent: To specify that the permissible general prior written approval that may be granted by the chief executive officer for athletically related income and benefits from sources outside the institution (as set forth in 11.2.2.1) may be approved by a designee of the chief executive officer; further, to increase the permissible dollar limit for general prior written approval from $500 to $1,000. BOARD ACTION: Adopted the proposal as amended by Proposal No. 99-4-1. Effective date: Immediately. (Unanimous voice vote.)

c. Proposal No. 99-9 -- Initial Eligibility -- Nonqualifier. Intent: In Division I, to permit a nonqualifier to earn a fourth season of competition provided the student-athlete has received a baccalaureate degree prior to the beginning of the fifth academic year following the student-athlete's initial full-time collegiate enrollment. BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

d. Proposal No. 99-45 -- Initial Eligibility -- Postgraduate High-School Work. Intent: To eliminate the prohibition on prospective student-athletes substituting grades earned in postgraduate high-school work in place of grades attained before high-school graduation for purposes of satisfying initial eligibility core-curriculum requirements. BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000; for those student-athletes first entering a collegiate institution on or after August 1, 2000. (Unanimous voice vote.)

e. Proposal No. 99-59 -- Committees -- Division I Women's Softball. Intent: To specify that no more than two members of the Division I Softball Committee may be appointed from the same region. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

f. Proposal No. 99-60 -- Division I Women's Championships -- Women's Lacrosse. Intent: To establish a separate Division I Women's Lacrosse Championship, effective with the 2001 championship. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000; effective with the 2001 championship. (Unanimous voice vote.)

g. Proposal No. 99-62 -- National Collegiate Championship -- Women's Ice Hockey. Intent: To establish a National Collegiate championship in the sport of women's ice hockey, effective 2000-01; further, to establish a women's ice hockey committee, as specified. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

h. Proposal No. 99-63 -- National Collegiate Championship -- Women's Water Polo. Intent: To establish a National Collegiate championship in the sport of women's water polo, effective 2000-01; further to establish a women's water polo committee, as specified. [Source: NCAA Division I Management Council (Championships/Competition Cabinet).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

i. Proposal No. 99-66 -- Permissible Academic and Support Services -- Day Planners. Intent: To permit a Division I institution to provide day planners to student-athletes. [Source: NCAA Division I Management Council -- Academics/Eligibility/Compliance Cabinet (Pacific-10 Conference).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

j. Proposal No. 99-72 -- Housing and Meals -- Nonpermissible Nutritional Supplement. Intent: To prohibit institutions from providing ergogenic supplements to student-athletes at any time, while permitting nonergogenic nutritional supplements, provided they do not contain any NCAA banned substances. [Source: NCAA Division I Management Council -- Championships/Competition Cabinet (Pacific-10 Conference).]

BOARD ACTION: Adopted the proposal as amended by the Management Council. Effective date: August 1, 2000. (Unanimous voice vote.)

k. Proposal No. 99-74-1 -- Playing and Practice Seasons -- Voluntary Workouts. Intent: To permit strength and conditioning coaches who perform department-wide duties to design and conduct voluntary workout programs for student-athletes during the vacation periods (for example, summer) without such workouts being considered as a countable athletically related activity. [Source: NCAA Division I Management Council (Big East Conference and Pacific-10 Conference).]

BOARD ACTION: Adopted the proposal as amended by the Management Council. Effective date: Immediately. (Unanimous voice vote.)

l. Proposal No. 99-75 -- Playing and Practice Seasons -- Missed Class Time -- Division I Golf. Intent: To permit men's and women's golf teams from host institutions at Division I Conference and NCAA Golf Championships to miss class time to engage in a practice round of golf the day before the championship. [Source: NCAA Division I Management Council (Pacific-10 Conference).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

m. Proposal No. 99-78 -- Playing and Practice Seasons -- Division I Gymnastics. Intent: To establish the end of the regular playing season in gymnastics as the conclusion of the USA Gymnastics or National College Gymnastics Association (NCGA) collegiate gymnastics championships, whichever is later. [Source: NCAA Division I Management Council --Championships/Competition Cabinet (Ivy Group).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

n. Proposal No. 99-80 -- Committees -- Association-Wide and Common Committees with Rules Administration Responsibilities. Intent: To specify that at least 50 percent of total positions on the Association-wide and common committees with rules administration responsibilities shall be filled by coaching staff members. [Source: NCAA Division I Management Council -- Championships/Competition Cabinet (Big 12 Conference).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

o. Proposal No. 99-87 -- Division I Management Council -- Chair. Intent: To specify that the term of the Management Council chair shall be one year and to establish the position of vice-chair. [Source: NCAA Division I Management Council (Pacific-10 Conference).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

p. Proposal No. 99-89 -- Volunteer Coach -- Cross Country and Track and Field. Intent: To specify that institutions that conduct cross country, indoor track and field, or outdoor track and field as separate programs may use the services of volunteer coaches in those sports throughout the academic year. [Source: NCAA Division I Management Council (Big Ten Conference).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

q. Proposal No. 99-92 -- Outside Competition -- Summer Basketball -- Division I. Intent: To specify that no more than two student-athletes with intercollegiate basketball eligibility remaining from the same institution may compete on the same outside basketball team in an NCAA sanctioned summer basketball league. [Source: NCAA Division I Management Council -- Championships/Competition Cabinet (Conference USA).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

r. Proposal No. 99-93 -- Committees -- NCAA Foreign Student Records. Intent: To establish a standing common foreign student records committee to assist in reviewing initial-eligibility standards for international students. BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

s. Proposal No. 99-95 -- Eligibility -- Season-of-Competition Waiver. Intent: To eliminate the time period requiring that an institution must request a waiver of 14.2.6 no later than 60 days from the date on which the institution first has knowledge that the student-athlete competed while ineligible. t. Proposal No. 99-96 -- Eligibility -- Satisfactory Progress Waiver. Intent: To specify that a satisfactory-progress waiver submitted by an independent institution pursuant to Bylaw 14.4.3.6 shall be administered by the Division I Satisfactory-Progress Waiver Committee. u. Proposal No. 99-97 -- Transfer Eligibility -- Discontinued Academic Program Waiver. Intent: To specify that an institution shall have the authority to certify an exception to the transfer residence requirement when a student-athlete changes institutions in order to continue a major course of study because the original institution has discontinued the academic program in the student's major. v. Proposal No. 99-98 -- Recruiting -- De Minimis Violations. Intent: In Division I, to specify instances in which a de minimus violation of NCAA recruiting regulations shall not render a prospective student-athlete ineligible, while retaining the fact that such a violation shall be considered an institutional violation. w. Proposal No. 99-99 -- Recruiting -- Unofficial Visit. Intent: To specify that during an unofficial visit, payment for any transportation other than to view off-campus practice and competition sites in the prospect's sport and other institutional facilities (located within a 30-mile radius of the institution's campus) shall be considered a violation; further, to specify that the individual's eligibility shall not be affected if the value of the transportation is $25 or less, while continuing to hold the institution accountable through the enforcement process for the institutional violation. x. Proposal No. 99-100 -- Recruiting -- Camps/Conferences -- Athletes in Action. Intent: To specify that camps, clinics and conferences conducted by Athletes in Action shall be exempt from NCAA restrictions on camps and clinics. BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

y. Proposal No. 99-101 -- Recruiting -- Telephone Calls. Intent: To specify that a prearranged electronic conversation (e.g., chat-room session) between an authorized institutional staff member and one or more prospects shall be considered a telephone call (as opposed to general correspondence). [Source: NCAA Division I Management Council -- Academics/Eligibility/Compliance Cabinet (Recruiting Subcommittee).]

BOARD ACTION: Adopted the proposal as amended by the Management Council. Effective date: August 1, 2000. (Unanimous voice vote.)

z. Proposal No. 99-104 -- Recruiting Calendar -- Divisions I-A and I-AA. Intent: To revise the current Division I football recruiting calendar as follows: (a) to expand the spring evaluation period from April 15 through May 31 to permit four weeks of evaluation (Monday through Saturday) selected at the discretion of the institution; (b) to permit two evaluations per prospect during the spring evaluation period (one evaluation to assess the prospect's athletics ability and one evaluation to assess the prospect's academic qualifications); (c) to reduce the number of fall evaluations days from nine to six; and (d) to modify the winter contact period to provide for a total of 42 contact days (six contact weeks Sunday through Saturday) and reduce from seven to six the number of contacts per prospect during the period. aa. Proposal No. 99-114 -- Permissible Expenses for Student-Athletes Parents and/or Legal Guardians -- Reasonable Refreshments. Intent: To permit an institution to provide the parents and/or legal guardians of student-athletes with reasonable refreshments in conjunction with educational events. [Source: NCAA Division I Management Council (Student-Athlete Advisory Committee and Committee on Financial Aid).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

bb. Proposal No. 99-115 -- Complimentary Admissions -- Student-Athlete's Parents and/or Legal Guardians. Intent: To permit an institution to provide a maximum of three complimentary admissions to a student-athlete for an institution's game or contest during which the student-athlete is being honored but not participating provided such complimentary admissions are used by the student-athlete's parents, legal guardians and/or spouse. [Source: NCAA Division I Management Council (Student-Athlete Advisory Committee and Committee on Financial Aid).]

BOARD ACTION: Adopted the proposal. Effective date: August 1, 2000. (Unanimous voice vote.)

cc. Proposal No. 99-116 -- Olympic Sports Liaison Committee -- Student-Athlete Representation. Intent: To add one Division I student-athlete to the Olympic Sports Liaison Committee to serve in an advisory capacity. [Source: NCAA Division I Management Council (Student-Athlete Advisory Committee).]

BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

dd. Proposal No. 99-117 -- Division I Committee on Financial-Aid -- Student-Athlete Representation. Intent: To add one Division I student-athlete to the Division I Committee on Financial Aid to serve in an advisory capacity. BOARD ACTION: Adopted the proposal. Effective date: Immediately. (Unanimous voice vote.)

ee. Proposal No. 99-118 -- Division I Academics/Eligibility/Compliance Cabinet -- Composition. Intent: To modify composition requirements of the Division I Academics/Eligibility/Compliance Cabinet by reducing from three to two the number of positions mandated for Division I-AA and I-AAA director of athletics. 5. Proposals to Amend the Administrative Bylaws.

a. Proposal No. 2000-14 -- Recruiting Dead Period -- Women's Lacrosse. Intent: In Division I women's lacrosse, to establish a dead period surrounding the NCAA Division I Women's Lacrosse Championship. [Source: Division I Management Council -- NCAA Division I Academics/

b. Proposal No. 2000-17 -- Drug-Testing Consent Form -- Procedures. Intent: To clarify the procedures used in administrating the drug-testing consent form and to specify that failure to follow such procedures shall be an institutional violation. c. Proposal No. 2000-20 -- Championships -- Automatic Qualification -- General Requirements. Intent: To eliminate the requirement for automatic qualification into an NCAA championship that competition must be of sufficient quality to warrant automatic qualification (i.e., won-lost record, strength of schedule). d. Proposal No. 2000-21 -- Championships -- Official Traveling Parties. e. Proposal No. 2000-30 -- Continuing Eligibility -- Five-Year Rule. Intent: To permit student-athletes who have exhausted their five-years of eligibility to continue to practice (but not compete) for a maximum of 30 consecutive calendar days, provided the student-athlete's institution has filed a waiver request with the Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Student-Athlete Reinstatement to extend the student-athlete's five-year eligibility. f. Proposal No. 2000-34 -- Eligibility For Championships -- Automatic Qualification. Intent: To modify the requirements that a member institution and/or a member conference must satisfy in order to receive an automatic qualification into an NCAA Division I championship, as specified. 6. Proposal No. 2000-36 -- Membership -- Division I-A Football -- Attendance Requirements. Intent: To specify that a Division I institution shall satisfy football attendance requirements only if it averages more than 17,000 in actual paid attendance per home contests in the immediate four-year period and to eliminate all exceptions/waivers to those requirements; further, to require actual use of a ticket sold at a regularly established ticket price in order to count the ticket in computing attendance figures; further, to require the institution's annual audit to verify attendance to be conducted by an outside firm and verified by the national office staff; and, finally, if an institution fails to meet the requirements, it shall be placed in restricted membership category for a maximum of three years. BOARD ACTION: Agreed that the proposal should not be considered by the Board as emergency legislation and noted that it would be circulated for membership comment based on the initial approval of the Management Council. (Unanimous voice vote.)

7. Division I and Association-Wide Budget Issues.

BOARD ACTIONS:

a. Received the comments and suggestions from the Management Council and referred them to the Division I Budget Subcommittee for consideration during future budget discussions.

b. Approved the following allocations for Division I and National Collegiate championships as recommended by the Division I Budget Subcommittee (unanimous voice vote):

* Increase the number of individuals in the regional qualifying tournaments of the Division I Women's Golf Championships from 252 to 321, and increase the number of qualifying tournaments from two to three. ($20,000)

* Increase the squad sizes for the following women's championships ($300,000):

(1) Field hockey: from 20 to 22 student-athletes.

(2) Women's gymnastics: from 13 to 15 student-athletes.

(3) Women's soccer: from 18 to 22 student-athletes.

(4) Women's softball: from 18 to 20 student-athletes.

(5) Women's volleyball: from 12 to 15 student-athletes.

* Expand the National Collegiate Women's Lacrosse Championship bracket from 12 to 16 teams. ($70,000)

* Extend the Division I Men's and Women's Tennis Championships by one day (from nine to 10 days). ($1,600)

* Extend the diving qualifying meets of the Division I Men's and Women's Swimming and Diving Championships by one day (from two to three days). ($4,000)

* Provide the teams participating in the finals of the Division I Women's Volleyball Championship and the Women's College World Series with one additional day per diem. ($45,000)

* Increase the size of the men's subcommittee of the Division I Men's and Women's Tennis Committee from six to eight members. ($4,000)

* Treat the preliminary-round game(s) of the Division I Men's Basketball Championship as an official part of the tournament. ($260,000)

* Establish four-team National Collegiate Women's Ice Hockey and Women's Water Polo Championships, effective with the 2000-01 academic year. ($300,000)

* Establish a Women's Volleyball Rules Committee. ($28,000)

* Championships staffing. ($170,000)

c. Approved the following Division I revenue-distribution allocations as recommended by the Division I Budget Subcommittee (unanimous voice vote):

BOARD ACTION: Ratified the intent-based legislation as suggested by the Management Council. (Unanimous voice vote.)

FYI: The Board received a report from NCAA legal counsel concerning current litigation involving the Association.

BOARD ACTION: Heard a report regarding the status of the Cureton litigation and the continued discussions of the initial-eligibility consultants and took no action.

16. Division I Deregulation Update.

BOARD ACTION: Emphasized to the Division I membership (and in particular the NCAA Division I Academics/Eligibility/Compliance and Championships/ Competition Cabinets) that a review of all bylaws with an eye toward deregulation is a priority; that the Board seeks periodic progress reports from both cabinets on their progress; and that any legislative recommendations should be forwarded through the normal legislative process. 21. Appointments to Executive Committee and Division I Budget Subcommittee.

BOARD ACTIONS:

a. Appointed David Frohnmayer, University of Oregon; and Carol Harter, University of Nevada, Las Vegas, to the Executive Committee to replace Kenneth A. Shaw and Lane Rawlins at the conclusion of the April 2000 Executive Committee meeting. (Unanimous voice vote.)

b. Appointed Robert Lawless, University of Tulsa, as chair of the subcommittee and noted that a Division I-A member of the Board would be appointed to the subcommittee to replace Lane Rawlins. (Unanimous voice vote.)
