Bylaws 11.02.3 and 11.7.4.3 --
Designation of Restricted Coach

Division I institutions should note that during its June 3, 1998, telephone conference, the NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Legislative Review/Interpretations determined that an individual in the sport of basketball may not alternate between a restricted position and the position of a head or assistant coach at an institution during a given academic year. Once an institution designates its basketball coach in the "restricted" category, such an individual may be redesignated as a head or assistant coach only if a vacancy within the head or assistant category occurs, or such individual receives a waiver pursuant to NCAA Bylaw 11.7.1.1.1.2 to replace a head or assistant coach on a limited basis due to extenuating circumstances.

NCAA Bylaw 16.8.1.3 -- Other Competition Expenses

NCAA institutions should note that in accordance with the provisions of Bylaw 16.8.1.3, during an academic year in which a student-athlete is eligible to represent an institution in athletics competition (or in the following summer), an institution may provide actual and necessary expenses related to participation in the following activities:

(a) Established national championship events (including junior national championships);

(b) Olympic, Pan American, World Championships, World Cup and World University Games qualifying competition; and

(c) USOC Olympic Festival basketball and volleyball tryouts.

Please note that Bylaw 16.8.1.3 does not provide authority to permit an institution to cover room-and-board expenses in preparation for the previously referenced events, unless the provisions of Bylaw 16.5.1-(e) are satisfied or the student-athlete is enrolled in summer school and receiving financial aid that covers room and board.

Membership Services Transition to Indianapolis

The NCAA membership services staff is scheduled to move to Indianapolis Thursday, July 22. The relocation of the staff will result in a temporary disruption of phone, electronic mail and NCAA Online services.

The current membership services phone, e-mail and computer operations will be in place through 5 p.m. Central time Wednesday, July 21. Beginning Thursday, July 22, through Monday, July 26, the NCAA Legislative Services Database, the NCAA Web site and NCAA e-mail will be unavailable. These services are expected to become functional at the start of business Tuesday, July 27. In addition, the membership services staff will be available to take interpretation calls from institutions and conferences at the new Indianapolis phone number (317/917-6003) beginning Tuesday morning, July 27, and thereafter. The general NCAA phone number for all other calls will be 317/917-6222.

Correction -- Division I Football Recruiting Calendar

Please note that the Division I football recruiting calendar set forth on page 129 of the 1999-00 Division I Manual, [Figure 13-5 (with Proposal No. 98-54)] is not applicable, inasmuch as it relates to Proposal No. 98-54, which was tabled by the Division I Management Council at its April 13, 1999, meeting. The appropriate figure to reference for the Division I football recruiting calendar is Figure 13-5 on page 128.
