1999 Convention Proposal No. 9

Recruiting -- Telephone Calls -- Division II Football

Division II institutions should note that with the adoption of Proposal No. 9 (effective immediately), a Division II member institution is permitted to make one telephone call to a football prospect or the prospect's relatives or legal guardian(s) during the month of May of the prospect's junior year in high school. Further, Division II institutions should note that a member institution is prohibited from making any additional telephone calls until September 1 at the beginning of the prospect's senior year in high school.

1999 Convention Proposal No. 10

Recruiting -- Telephone calls -- Division II Men's and Women's Basketball

Division II institutions should note that with the adoption of Proposal No. 10 (effective immediately), Division II institutions in the sports of men's and women's basketball are permitted to make one telephone call to a prospect [or the prospect's parents or legal guardian(s)] on or after June 21 of the prospect's junior year in high school. Further, Division II institutions are only permitted to place three telephone calls to a prospect [or the prospect's parents or legal guardian(s)] during the month of July following the prospect's junior year in high school with the restriction that no more than one telephone call may occur per week.

1999 Convention Proposal No. 13

Foreign Tours -- Seasons of Competition -- Division II

Division II institutions should note that with the adoption of Proposal No. 12 (effective immediately), a student-athlete is permitted to engage in competition on an institution's foreign tour conducted after the intercollegiate season and prior to the start of the next academic year without using a season of competition. Further, a student-athlete who was enrolled as a full-time student the previous academic year and has established eligibility for the subsequent academic year is permitted to participate on a summer foreign tour.

1999 Convention Proposal No. 27

Division III -- "4-2-4" transfer (transferable credit hours and terms of attendance)

Division III institutions should note that with the adoption of Proposal No. 27 (effective August 1, 1999), the requirement that a "4-2-4" transfer student complete the two-year college degree program in order to be immediately eligible to compete at a Division III institution if he or she participated at the first four-year institution and was not athletically and academically eligible has been eliminated. However, "4-2-4" transfer students to Division III institutions are required to have successfully completed at least 24 semester or 36 quarter hours of transferable-degree credit and spent at least two semesters or three quarters of attendance at the two-year college.

Please note that Proposal No. 27 is not effective until August 1, 1999. Thus, in accordance with NCAA Bylaw 14.5.1.1, a student who has never participated in intercollegiate athletics and transfers from a four-year institution to a two-year college, and then to the certifying institution, also must have been athletically and academically eligible had he or she remained at the previous four-year institution or must have successfully completed the two-year college degree program.
