Administrators announce plans to leave their NCAA posts

Two veteran administrators have resigned their positions with the Association while another has announced that she will not be relocating when the national office moves from Overland Park, Kansas, to Indianapolis.


Richard M. Hilliard, NCAA director of enforcement, has joined the law firm of Bond, Schoeneck and King, which specializes in athletics compliance and infractions matters. Hilliard, who has served in his current capacity since 1988, has been responsible for supervising enforcement representatives and overseeing the enforcement process, including case presentation before the NCAA Committee on Infractions. Since 1991, he also has been responsible for monitoring state governmental affairs that relate to the NCAA, specifically with regard to NCAA enforcement policies and procedures.

Hilliard also has served as an adjunct professor of law at the University of Missouri, Kansas City. Hilliard, a Boston College graduate, joined the staff as an enforcement representative in 1984.


Daniel W. Spencer, NCAA director of information systems and technology, has accepted a position as manager of corporate information technology at Performance Contracting Group. He will assume his new duties September 22. Spencer, who has been responsible for administration of the computer system for the national office, joined the staff in 1989 after previously serving as a consultant.


Janet M. Justus, NCAA director of education outreach, has announced that she will not be relocating when the Association moves to its new home in Indianapolis. Justus developed the first NCAA educational programs and services on student-athlete welfare, gender equity and Title IX; directed seven national Title IX seminars; oversaw implementation of the NCAA/CHAMPS Life Skills Program for more than 250 institutions; co-directed the NCAA Foundation Leadership Conference; and served as primary liaison to the NCAA Student-Athlete Advisory Committee.

Justus joined the staff in 1984 as an enforcement representative. She joined the eligibility staff in 1987 and was promoted to director of eligibility one year later.
