Management Councils face major decisions

Division III: Focus is on strategic-planning process

One primary focus of the Division III Management Council at its upcoming meeting July 27-29 in Philadelphia will be strategic planning since this is the completion of the first year of the Division III Strategic Plan.

For the first time, the Management Council will review the recommendations submitted by its Strategic Planning Subcommittee, which in turn has reviewed all Division III and Association-wide committees' operations plans. The committee operations plans include the committees' objectives, their action plans and timetables, the parties responsible for the completion of objectives and budgetary impacts.

This is the first of what will be an annual exercise to ensure that committees formulate plans to accomplish Division III priorities.

The Division III Management Council also will review several issues from the Championships Committee. It will review recommendations regarding automatic qualification and national championship selection principles, as well as identify specific revisions to Bylaw 31 for legislative action at the 1999 NCAA Convention.

As part of the final phase of championships enhancement left over from the restructuring process, the Management Council will review recommendations regarding an increase in football bracket size and initial recommendations for the individual team sport field sizes.

The Management Council also is expected to review several recommendations from the Division III Membership Committee. These include recommendations regarding new provisional members that will be added since the moratorium was lifted, as well as the status of current provisional members.

The council also will review recommendations regarding Division III membership education initiatives. It also is expected to review a recommendation from the Membership Committee to propose legislation to mandate the appointment of a senior woman administrator for all Division III institutions.

The Management Council also is expected to:

  • Review recommendations from the Division III Financial Aid and Awards Committee regarding Bylaw 15 deregulation, and institutional submission of awards of circumstance and nonathletics achievement awards.

  • Review all proposed legislation submitted by the membership for the 1999 NCAA Convention.

  • Discuss possible revisions to legislation regarding nontraditional seasons (Bylaw 17).

  • Receive updates from the All-Star Contests Certification Subcommittee and the Division III 1999 NCAA Convention-Planning Subcommittee.
