THEY CALL IT A STREAK

When it comes to winning NCAA championships, nobody does it quite like the Kenyon College swimmers. This year, the Lords (pictured above) won their 19th consecutive Division III Men's Swimming and Diving Championships while the Ladies took home a 15th consecutive women's title. The streaks rank first and second on the all-time list of consecutive NCAA team championships.

Not only are the Kenyon streaks impressive for the accomplishments they represent, they also are guaranteed to be durable. The next longest active championship streak is the seven consecutive Division I Men's Outdoor Track and Field Championships won by the University of Arkansas, Fayetteville.

The longest Division I championship streak ever is the 12 consecutive titles won by the Arkansas men's indoor track team from 1984 to 1995. In Division II, the women's cross country team from California Polytechnic State University, San Luis Obispo, won 10 consecutive crowns from 1982 to 1991.



REVENUE DISTRIBUTION

Change in reporting process for academic enhancement fund

Checks for $50,000 were mailed June 19 to each Division I institution for their share of the academic-enhancement fund.

Administrators at each institution are asked to note a significant change in the reporting process for how the funds are used. The director of academic support services now is required to serve as a co-signer for the report.

SPORTSMANSHIP

Committee addresses sports-wagering issues

The NCAA Committee on Sportsmanship and Ethical Conduct, which met June 17-18 in Marco Island, Florida, has expressed concern that the National Association of Collegiate Directors of Athletics has decided to conduct its 1999 convention in Reno, Nevada.

NACDA, which met in Florida this year, had conducted other recent conventions in Las Vegas, prompting concern about the proximity to sports-gambling operations. The committee forwarded possible actions that might be taken to discourage the meeting site to the Division I Strategic Planning Cabinet and the Divisions II and III Management Councils.

The committee also supported a recommendation from the Division I Men's Basketball Committee that background checks be required on game officials to make certain they have no links to gambling. It also recommended adding language to the NCAA position on gambling to specify that affiliation with gambling-related activities or individuals known to be associated with gambling is discouraged.

Berst selected as new Division I chief of staff

S. David Berst, NCAA group executive director for enforcement and student-athlete reinstatement, is the new chief of staff for Division I.

He will replace current Division I chief of staff Stephen R. Morgan, who earlier this year an-nounced plans to resign. Berst will begin his transition to his new position June 29.

As chief of staff, Berst will be responsible for coordinating efforts of the headquarters staff to meet the needs of the Division I governance structure. He also will serve as primary liaison to the division's Management Council and Board of Directors.


DIVISION III

Committee recommends $8.6 million operating budget

The Division III Budget Committee has approved an operating budget based on an anticipated allocation amount of $8,617,000.

The Budget Committee will forward all of its recommendations to the Division III Management Council, which will consider them at its July 27-29 meeting in Philadelphia. The recommendations also will be forwarded to the Division III Presidents Council for consideration during its August 11 meeting in Chicago.

The committee also recommended that several new initiatives be funded for the 1998-99 budget.

The committee approved a request from the Division III Championships Committee for an estimated $14,000 to fund an increase in the official travel party for the men's and women's swimming and diving championships. Also approved was a request from the championships committee for $23,000 for new pairings rotations for the semifinal round in football. The current system pairs the North and West regional winners in one semifinal and the East and South regional winners in the other semifinal.

MEMBERSHIP

Total of 44 institutions apply for provisional membership

The NCAA has received membership applications from 44 institutions.

Applications were sent to 81 institutions that had inquired about membership in the Associa-tion, and 44 of those applications were submitted by the June 15 deadline. The Association's moratorium on new members will be lifted August 1. One institution applied for membership to Division I; 24 institutions applied for membership to Division II; and 19 institutions applied to Division III.

Membership applications may be filed any time, but they are considered only once a year. The next opportunity to be considered for NCAA membership will be next summer. Institutions that have applied for membership will be notified of their status by August 15.


LEGISLATION

July 15 deadline approaching for Divisions II, III legislation

The July 15 deadline is approaching for Divisions II and III institutions and conferences to submit legislative proposals for the Association's 1999 Convention.

In Division II, members are reminded that the minimum number of active institutions required to sponsor an amendment not sponsored by the NCAA Division II Presidents Council is 15. In Division III, members are reminded that a minimum of eight active institutions are required to sponsor an amendment not sponsored by the NCAA Division III Presidents Council.
