Administrative Committee minutes

March 19, 1998

1. The Administrative Committee approved minutes from its February 19 conference call as distributed.

2. Acting for the Division I Management Council, the Administrative Committee:

a. Approved an incidental-expense waiver request from North Carolina State University under NCAA Bylaw 16.13.1 to pay for approximately 100 student-athletes to attend university-sponsored, on-campus, leadership-development seminars during the 1998 spring semester that focus on "real-world" training with life skills. The fee for all student-athletes to attend the seminar totaled $100.

Denied an incidental-expense waiver request from North Carolina State University under Bylaw 16.13.1 to pay the fee for approximately 10 student-athletes to attend an Athletes in Action spiritual retreat off campus. The committee distinguished this off-campus spiritual retreat from its approval of the on-campus life skills seminar.

The committee requested that the Academics/Eligibility/Compliance Cabinet conduct a comprehensive review of whether institutions should be permitted to pay for student-athletes to attend development seminars, including any distinctions that should be drawn between on- and off-campus seminars and between large groups or individuals attending, and whether travel expenses should be paid.

b. Approved an incidental-expense waiver request from the University of Michigan under Bylaw 16.13.1 to allow the university to continue providing housing expenses through the end of May to two student-athletes who had roomed with a third student-athlete who died in December 1997. During its February 19 conference call, the Administrative Committee had approved an incidental-expense waiver request to permit the university to provide housing expenses for the two student-athletes through the end of March. The committee noted that by permitting the university to pay the deceased student-athlete's share of the rent through the end of May, the other student-athletes should have ample opportunity to find another roommate for the summer term.

c. Approved an incidental-expense waiver request from Northern Illinois University under Bylaw 16.13.1 to provide 30 junior and senior student-athletes a meal in conjunction with a life skills session that included speakers, presentations, group discussions, an etiquette presentation and dinner.

3. The committee agreed to place on the Management Council agenda for its April meeting the review of a proposed $2,500 application fee for provisional members.

4. The committee agreed to conduct a conference call with the chairs of each cabinet prior to the April Management Council meeting.
