1. Acting for the Division I Management Council, the Management Council Administrative Committee:

a. Approved a request from Colorado State University to extend a waiver of NCAA Bylaw 11.7.1.1.1.2 (replacement due to extenuating circumstances) to permit a volunteer volleyball coach to continue as a replacement for an assistant coach who is on medical leave and was recently granted long-term disability benefits based on her inability to return to her coaching duties this academic year.

b. Approved a request from Florida Atlantic University to waive Bylaw 15.5.10 (waivers for extraordinary personnel losses) to exceed the limit of men's basketball scholarships permitted under Bylaw 15.5.4.1 due to the death of a men's basketball student-athlete during practice on October 19, 1997. The committee agreed to issue an interpretation that a deceased student-athlete would no longer count toward team financial aid limits even if the death occurred during the academic year.

c. Considered a request from the University of Colorado, Boulder, for an incidental-expense waiver under Bylaw 16.13.1 to permit the university to pay for travel costs related to medical treatment for two student-athletes who had purchased nonrefundable plane tickets to return home for the Christmas vacation period and then learned that they would be required to be on campus for surgery in order to complete rehabilitation in time for spring practice. The committee agreed to approve this request upon receipt of documentation of the time the student-athletes learned that surgery was required, that nonrefundable tickets were purchased and that the surgery occurred during the time the student-athletes were scheduled to be at home.

d. Considered an incidental-expense waiver request from Elon College under Bylaw 16.13.1 to permit the institution to pay for items stolen from a student-athlete while the team was housed in a motel during a vacation period when the dormitories were closed. The committee deferred action on this item and requested further documentation of the theft, including a police or campus security report.

e. Considered an incidental-expense waiver request from Texas A&M University, College Station, to permit a sponsor to provide tuxedos to student-athletes who would be attending a benefit dinner and auction. The committee determined that it would be permissible for the institution to pay for the tuxedos for the student-athletes and then seek reimbursement from the charitable organization or the corporate sponsor.

2. The committee discussed the desirability of continuing its communication with the chairs of the cabinets on a periodic, informal basis and agreed that inasmuch as the group is not an official body within the structure, communication should occur on an as-needed basis and without formal meetings.
