Division I women's basketball

Division I institutions should note that during its July 23, 1997, telephone conference, the former NCAA Administrative Committee used its authority pursuant to NCAA Constitution 5.3.1.1.1 (noncontroversial amendment) to amend NCAA Bylaw 30.11.2 (effective immediately) in the sport of Division I women's basketball as follows:

"Amended 30.11.2-(e) to indicate that an institution may be permitted to contact prospects on 16 'person days,' as opposed to the current eight single days of contact (i.e., according to this amendment, two coaches making contacts on the same day would use two contact days)."

Financial aid -- Pell Grants -- Division II

Division II institutions should note that with the adoption

of 1998 NCAA Convention Proposal No. 3 (effective August 1, 1998), Pell Grants shall not be included when determining the permissible amount of a full grant-in-aid for student-athletes. With the adoption of this proposal, both Division I and Division II allow student-athletes to receive all Pell Grant moneys to which they are entitled without any regard to NCAA cost-of-attendance restrictions. It should be noted that Division I adopted the identical regulation at the 1996 NCAA Convention.

De minimus violations -- prospective and enrolled student-athletes

Division II institutions should note that with the adoption of 1998 NCAA Convention Proposal No. 9 (effective immediately), violations of Bylaws 13.1.9, 13.4.5.1, 13.4.5.2, 13.4.5.3 and 16.8.1.2 shall be considered institutional violations per Constitution 2.8.1; however, violations of the above-mentioned bylaws shall not affect the prospect's or student-athlete's eligibility.

Correction
1998 Legislative Assistance Column No. 4

Institutions should note an error in the January 26, 1998, Legislative Assistance column. The column, which referred to spring football practice activities, indicated that of the 12 permissible contact sessions, only eight sessions may involve tackling and no more than three of the eight tackling sessions may be devoted primarily to one-on-one scrimmages. It also indicated that tackling shall be prohibited.

The column should have noted that of the 12 permissible contact sessions, only eight sessions may involve tackling and no more than three of the eight tackling sessions may be devoted to 11-on-11 scrimmages. Further, the column should have noted that tackling shall be prohibited in four of the 12 contact sessions.
