Administrative Committee minutes

Division I Management Council Administrative Committee - November 6, 1997

1. Acting for the Division I Management Council, the Administrative Committee:

a. Approved a request from the University of Alabama, Tuscaloosa, for a waiver of NCAA Bylaw 11.7.1.1.1.2 (replacement due to extenuating circumstances) to permit a men's basketball administrative assistant to perform on-court activities on those days when the restricted-earnings coach is physically unable to participate in such coaching activities due to chemotherapy and radiation treatments. The committee specified that when the men's basketball team travels to an away contest, the administrative assistant can engage in on-court activities only if the restricted-earnings coach does not accompany the team on the trip as a result of the treatments.

b. Approved an incidental-expense waiver request from the University of Houston under Bylaw 16.13.1 to permit the university to pay for the difference in testing expenses ($67.50) incurred by freshman student-athletes required to take the Texas Academic Skills Program test (TASP) on the computer ($96.50 test fee) due to competition on the two days the tests are offered on paper and pencil ($29 test fee).

c. Approved an incidental-expense waiver request from Lake Superior State University under Bylaw 16.13.1 that the parents of an international student-athlete be permitted to stay in the home of a retired political science professor who has housed other European visitors when they visited the university's campus, based on the specific and unique circumstances of the situation.

d. Denied an incidental-expense waiver request from Pennsylvania State University under Bylaw 16.13.1 (expenses incidental to participation) to replace a stereo that was stolen from a student-athlete's apartment.

2. Review of Division I Board of Directors October 28 meeting.

The committee discussed the Board meeting and the presentation of information regarding Management Council actions. The committee was particularly concerned about communication with the Board regarding legislative actions by the Management Council.

3. Review of Management Council meeting schedule for the 1998 Convention in Atlanta.

The committee reviewed the Management Council's Convention meeting schedule and agreed to make some changes. The Management Council meeting will begin with a noon luncheon Friday, January 9, and continue through the rest of day, with adjournment at 5 p.m. Saturday, January 10. The committee noted that the Division I-AA Football Governance Committee could then meet from 10 a.m. until noon January 9. The committee also agreed that the Management Council would meet Monday, January 12, from 5:30 to 6:30 p.m. to discuss issues raised during the forums and presentations scheduled for January 12. It also was noted that Management Council members will meet with the Board of Directors from 7:30 to 9 a.m. Tuesday, January 13.
