Swimming committee revises information, rules for 1999

The Men's and Women's Swimming and Diving Committee discussed bona fide competition and conversion tables and revised rules during its September 14-17 meeting in Lake Tahoe, California.

The committee revised the bona fide competition statement for swimming and diving, which will appear in the 1999 NCAA Men's and Women's Swimming and Diving Rules. Also, a subcommittee was appointed for the development of new conversion tables for the 1999 season.

In addition, the committee approved the following rules revisions that will take effect in 1999:

  • Revised Rules 2-2-3-b and 2-2-3-c to state that in the butterfly, the swimmer's shoulders after the start and after each turn must be at or past the vertical toward the breast. The swimmer is allowed one or more leg kicks but only one arm pull under water. No later than the beginning of the first arm pull after each turn, the swimmer's body shall be in prone position (face down) with the shoulders in a horizontal plane. This body position shall be maintained until the touch is made at the next turn or finish.

  • Revised Rule 6-5-1b-1 to state that in one- and three-meter trials or finals with 11 dives divided into rounds, panel A will judge the first, second, fifth, seventh and 10th dives by each diver. In one-list, 11-dive competition, panel A will judge the first, second, fifth, sixth, ninth and 10th dives and panel B will judge the third, fourth, seventh, eighth and 11th dives. In trials for finals with straight 10 dives, panel A will judge the first, second, eighth and 10th dives. In women's platform events, panel A will judge the first, second, fifth and sixth dives and panel B will judge the third, fourth, seventh and eighth dives.

    Division subcommittees also met in Lake Tahoe and took the following actions:

    Division I

    The Division I subcommittee agreed to change the time of the men's preliminaries from noon to 11 a.m. at Division I swimming and diving championships. Final competition will start at 7 p.m.

    The subcommittee also voted to change the method for handling errors involving coaches who over-enter individuals. If a coach over-enters a student-athlete, the time standard entry that is eliminated is the last "B" standard, or if the entries all are "A" standards, then the fourth one chronologically is eliminated.

    No action was taken at the meeting regarding lowering the number of relay-only swimmers. The committee, however, will study this possibility.

    The committee also discussed and voted to retain the current dates of the swimming and diving championships.

    In other actions, the subcommittee:

  • Recommended the University of Georgia as the site of the 1999 Division I Women's Swimming and Diving Championships and Indianapolis (Indiana University Natatorium) as the site of the 1999 Division I Men's Swimming and Diving Championships, with Indiana University, Bloomington, serving as host.

  • Recommended that the zone diving meet be conducted one week earlier, effective in 1999.

    Division II

    The Division II subcommittee:

  • Revised the schedule for the Thursday finals by including a 10-minute intermission after event No. 11 (men's 200 free relay) in 1998.

    Division III

    The Division III subcommittee discussed its procedures in light of its expansion from four to eight members.

    Selection procedures for the 1998 championships will be maintained; however, coaches will be required to submit a proof-of-performance (POP) form via facsimile within 48 hours of the completion of the meet.

    In other actions, the subcommittee:

  • With elimination of the prequalifying diving meet effective with the 1998 championships, refined the diving-qualification procedures for the 1998 championships. Division III coaches will receive information about the procedures after the October 9 meeting of the Division III Championships Committee.

  • Recommended the University of Minnesota, Twin Cities, as the site of the 1999 men's championships and Miami University (Ohio) as the site of the 1999 women's championships. Macalester and St. Olaf Colleges will host the men's championships and the College of Wooster will serve as host of the women's championships.
