1. Acting for the Council, the Administrative Committee:

a. Approved waivers per Bylaw 11.7.1.1.1.2 (replacement of coach due to extenuating circumstances) to permit restricted-earnings basketball coaches at the University of Evansville, University of Utah, Pepperdine University and East Carolina University to recruit during the July evaluation period, noting that the head basketball coaches at these institutions had been selected as coaches for the 1997 U.S. 22 and Under World Championship Team or U.S. national team.

b. Approved a number of noncontroversial changes to Bylaw 32 as recommended by the Committee on Infractions, noting that the changes were either editorial in nature, clarified existing procedures or resulted from the reorganization of selected bylaws.

c. Took the following actions on the recommendations of the Special Events Committee:

(1) Recertified the following postseason football games for the 1997-98 season:

(a) Builders Square Alamo Bowl, San Antonio, Texas, December 30, 1997.

(5) Amended Bylaw 17.5.3.1-(d) to permit the Coaches vs. Cancer Classic, which was approved for an exemption in January, to be held after December 9, with a two-day, four-game format.

(6) Remanded to the Special Events Committee for further consideration the recommendation that Bylaw 30.10.1.6 be amended to permit an institution to participate in an approved exempted contest sponsored by another university, provided the institution did not receive a regular-season exemption for participating in a game against that team.

2. Acting for the Executive Committee, the Administrative Committee:

a. Accepted the report of the Investment Advisory Committee regarding changes in asset allocation, investment policies and objectives.

b. Approved the recommendation of the Professional Sports Liaison Committee that its summer baseball subcommittee establish a purchasing program whereby it would purchase equipment for summer leagues with the funding provided by Major League Baseball and send that equipment directly to each league; and referred to the Business/Finance Cabinet for consideration a recommendation that an official licensing program be developed for summer baseball leagues.

3. Report of actions taken by the executive director per Constitution 4.3.2.

a. Acting for the Council, the executive director:

(1) Granted requests from the following institutions to replace coaches on a temporary basis per Bylaw 11.7.1.1.2: University of Cincinnati and Wright State University to replace a men's basketball coach; Boston College, Brown University, University of Nevada and Northern Illinois University to replace a women's basketball coach.

(2) Granted a waiver per Bylaw 14.1.6.2.1.3 to permit a student-athlete to participate in competition as a member of the U.S. national track and field team following his last term of eligibility.

(3) Approved 135 summer basketball leagues (54 for men, 23 for women, and 58 for both men and women) per Bylaws 14.7.5.2 and 30.14.

(4) Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in men's and women's basketball, men's ice hockey, women's lacrosse, men's and women's soccer, women's softball and men's and women's track and field.

(5) Granted waivers per Bylaw 16.13.1 to permit institutions to provide incidental expenses in these situations:

(a) To provide transportation expenses to student-athletes to return to their homes to attend funerals of members of the student-athletes' families.

(b) To student-athletes to attend ceremonies where the student-athletes will be honored.

(c) To provide a fruit basket and/or flowers to student-athletes who have been hospitalized.

(d) To provide flowers to families of those involved in funerals.

(e) To provide transportation and meal expenses to student-athletes to attend the NCAA Foundation Leadership Conference.

(f) To student-athletes to replace items that were stolen.

(g) To provide transportation expenses to the parent of a student-athlete who recently underwent surgery.

(h) To student-athletes to return home to be with family members who were terminally ill, seriously injured or hospitalized.

b. Acting for the Executive Committee, the executive director:

(1) Approved championship honorariums per Bylaw 41.4.4.1.

(2) Approved a request from the Division I men's and women's track and field subcommittee that Samford University replace the University of Alabama at Birmingham as the host institution for the District IX qualifying meet of the 1997 NCAA Division I Men's and Women's Cross Country Championships.

July 9, 1997

1. Acting for the Council, the Administrative Committee:

a. Denied a request by Texas A&M University-Corpus Christi for a waiver of the moratorium on applications for NCAA membership, noting that the institution had not begun the application process prior to the implementation of the membership moratorium; and noted that any appeal would be heard by the new Executive Committee inasmuch as the moratorium was an Association-wide issue.

b. Appointed Robert A. Stein, executive director and chief operating officer, American Bar Association, to the Infractions Appeals Committee, replacing Marshall Criser, resigned.

c. Deferred action on recommendations from the Recruiting Committee until the July 23 telephone conference and agreed to seek the reaction of the recruiting subcommittee of the Division I Academics/Eligibility/Compliance Cabinet to them.

2. Acting for the Executive Committee, the Administrative Committee:

a. Approved a request from the Football Rules Committee for $1,200 to conduct a one-day officiating clinic for Divisions II and III conference officiating supervisors and/or commissioners.

b. Approved a recommendation from the current Executive Committee, directed to the budgeting entities in the new governance structure, regarding processes that could assist in the smooth transition of the Association's budget and financial matters to the new structure.
