Acting for the NCAA Council, the committee issued the following interpretations:

1997 NCAA Convention Proposal No. 142

1. Issues Related to Hardship-Waivers (Divisions I, II and III). The committee reviewed the provisions of Proposal No. 142 as it relates to the following issues:

a. In determining the percentage calculation for purposes of meeting a hardship waiver, the dates of competition/contests shall be computed in the same manner as they are computed for playing-and-practice-season purposes in NCAA Bylaw 17 for the applicable sport.

b. The provisions of Proposal No. 142 may be applied on a retroactive basis to a student-athlete who has remaining eligibility under the five-year/10-semester rule.
