1. Acting for the Council, the Administrative Committee:

a. Approved a request from the Council Subcommittee on Initial-Eligibility Waivers for permission to conduct a 11/2-day meeting in March; and agreed that the Division I vice-president would attend that meeting.

b. Amended Bylaw 30.16, in accordance with its legislative authority pursuant to Constitution 5.4.1.1.1 (modification of wording), to clarify the basketball event-certification legislation as follows (new language in bold-faced type): "30.16. The basketball event certification program is not applicable to noninstitutional organized events that are approved, sponsored or conducted by an applicable state, national or international governing body (e.g., intrastate and interstate high-school basketball games, state high-school all-star games, international competition, U.S. Olympic Festival)."

c. Amended Bylaw 14.1.3.1, in accordance with its legislative authority pursuant to Constitution 5.4.1.1.1 (modification of wording), as follows (new language in bold-faced type): "14.1.3.1 Content and Purpose. Prior to participation in intercollegiate competition each academic year, a student-athlete shall sign a statement in a form prescribed by the Council in which the student-athlete submits information related to eligibility, recruitment, financial aid, amateur status and involvement in organized gambling activities related to intercollegiate and professional athletics competition under the Association's governing legislation."

d. Approved editorial revisions to Bylaw 14.2.5 to eliminate references to the traditional and nontraditional playing seasons in Divisions I and II, consistent with the adoption of Proposal No. 145 at the 1997 Convention.

e. Changed the effective date of 1997 Convention Proposal No. 99 (Recruiting--Telephone Calls, Division I Football) from August 1, 1997, to May 1, 1997.

f. Referred to the Council for consideration at its April meeting a request from a member institution to modify Bylaw 30.9.2.

2. Acting for the Executive Committee, the Administrative Committee designated Rice University as the host institution for the Southwest regional qualifying tournament of the 1997 Division I Women's Tennis Championships.
