Meeting schedule, budget process set for new structure

The NCAA Administrative Committee recently approved the budgeting process and governance meeting schedule for the first two academic years of the restructured NCAA.

The budgeting processes are different because the budget for 1997-98 will be developed under the current structure but approved in the new one. The 1998-99 budget will be developed and approved under the new structure.

The plan for the restructured NCAA calls for each division's preliminary budget to be developed by each April, with approval of the Association-wide budget coming at the August meeting of the NCAA Executive Committee (in the new structure, 16 chief executive officers plus the chairs of each division management council plus the executive director).

Even though the final approval of the budget will occur annually at about the same time as it does now, the overall process will begin earlier each year, with committee recommendations with budget implications due by February 15. The period between February 15 and April 15 will be devoted to preliminary budget analysis by staff, the division championships committees/cabinets and the budget committees/ cabinets.

In late April each year, the Executive Committee will review the budget requests of each division and attempt to identify potential budgetary problem areas for the Association as a whole.

Between May and July, the proposed budgets will undergo a final analysis and review by staff, the division championships/cabinets and the budget committees/cabinets. The Management Councils and the division presidential governing bodies will meet in late July and early August, followed by the meeting of the Executive Committee.

Before the new schedule was approved by the Administrative Committee during its October 30 meeting, it also was reviewed and endorsed by the NCAA Presidents Commission, the NCAA Council, the Transition Oversight Committee and the restructuring transition teams in each division.

The championships and business/finance staffs both were involved with the governance staff in developing the proposed budget cycle and meeting schedule.
