1996 Column No. 37
NCAA Bylaw 14.4.3.3.2.2 -- satisfactory progress
Division II grade-point average

NCAA Division II institutions should note that Bylaw 14.4.3.3.2.2 is not stated accurately as it appears on page 177 of the 1996-97 Manual. As a result of the adoption of 1996 Convention Proposal No. 62, institutional personnel should strike through the first sentence of Bylaw 14.4.3.3.2.2. In this regard, beginning with those students who need to be certified for the 1996-97 academic year and thereafter, a Division II institution should calculate a student's grade-point average based only on course work taken at the certifying institution.

Additionally, the Interpretations Committee has determined that subsequent to enrollment at a Division II institution, course work taken at another institution may be used by the certifying institution in calculating the student-athlete's grade-point average for purposes of meeting this regulation, provided: (a) it is permissible under NCAA regulations to use the course to meet satisfactory-progress requirements; (b) the student-athlete receives prior approval from appropriate academic officials at the certifying institution to take the course; (c) the course is accepted as degree credit and placed on the student-athlete's official transcript at the certifying institution; and (d) it is the certifying institution's normal policy for all students to include such course work in calculating a cumulative grade-point average.

NCAA Bylaws 13.1.5.1.1, 13.1.5.2 and 13.1.6
Visits to prospect's educational institution -- approval by executive officer

NCAA Divisions I and II institutions should note that in accordance with Bylaws 13.1.5.1.1, 13.1.5.2 and 13.1.6, an institutional staff member's visit to a prospect's educational institution must receive the approval of the executive officer (or the executive officer's designated representative) of the prospect's educational institution. During its September 19, 1995, telephone conference, the NCAA Interpretations Committee determined that an institutional staff member who visits a prospect's educational institution during a contact or evaluation period must receive such approval only if the visit occurs during the academic day (i.e., the time period when classes are being conducted for all students).

NCAA Division II men's and women's basketball recruiting calendar -- jamborees

NCAA Division II institutions should note that members of its men's and women's basketball coaching staff may evaluate prospective student-athletes during the period between the prospects' initial and final high-school or two-year college contest. During its October 1994 meeting, the Council determined that a basketball jamboree against outside completion is considered a contest (and thus is considered part of the evaluation period), provided it is organized by an institution, by a conference in which the institution is a member or by the appropriate state or national high-school/two-year college athletics authority.
