Convention proposals top Presidents Commission agenda

Legislation for the 1997 NCAA Convention will be the primary agenda item for the NCAA Presidents Commission when it meets September 24-25 in Kansas City, Missouri.

A primary piece of business will be for the Commission to identify which legislative proposals will be considered as part of the Convention's Presidential Agenda Day, which will be January 13. The Commission also will develop plans to assure support for Commission proposals and will begin planning for the Chief Executive Officers Forum.

Each division subcommittee will discuss the ongoing issue of membership restructuring, as will the full Commission. The NCAA Transition Oversight Committee also will report to the full Commission.

Other matters that will be discussed by the Commission include a report from the Special Committee on Agents and Amateurism and updates on the NCAA 2000 project, on the lawsuit involving the Association's restricted-earnings coach legislation, and on the NCAA's discussions with U.S. Department of Justice about how NCAA academic standards are applied to learning-disabled students.

The Commission also will hear a report from its Subcommittee on Minority Issues.

In addition to legislative and restructuring matters, the Division I subcommittee will hear reports from the special committee on agents and from the NCAA Committee on Athletics Certification.

The Division II subcommittee will focus specifically on several matters related to restructuring transition. It will hear a report about Division II compliance initiatives and reports from the Division II Financial Aid Project Team and the Division II Budget/Finance Subcommittee. It also will discuss possible communication initiatives among chief executive officers.

In Division III, the subcommittee also will focus on restructuring issues. It will review a report on championships from the Division III Task Force to Review the NCAA Membership Structure and also will consider restructuring matters that relate to membership, governance and communications.
