Administrative Committee minutes

June 19, 1996

1. Acting for the NCAA Council:

a. Took the following actions recommended by the Recruiting Committee:

(1) Using its authority under Constitution 5.4.1.1.1 (modification of wording consistent with intent), changed the effective date of 1996 NCAA Convention Proposal No. 107 (which prohibits an institutional staff member from providing a prospect with a note at a practice or competition site, including summer events, even if the note is delivered by a third party) from August 1, 1996, to July 1, 1996, noting that this legislation concerns the summer basketball evaluation period that begins on July 8 in men's and women's basketball.

(2) Referred to the Division I Steering Committee for consideration at its August meeting the request to amend Bylaw 30.11.7.6 to extend the end of the dead period in volleyball from noon on the day after the Division I Women's Volleyball Championship game to midnight December 31 (an extension of approximately 10 days).

(3) Amended Bylaw 30.11.2-(b) to change the contact period in Division I women's basketball from its current period of September 17 through October 7 to September 10 through September 29, in order to allow coaching staff members to be better prepared for the October 15 preseason practice start date.

(4) Amended those portions of the recruiting calendars in men's basketball [Bylaws 30.11.(d)-(1) and 30.11.(g)-(1)] and women's basketball [Bylaws 30.11-2-(c)-(1) and 30.11-2-(h)] that concern dead periods surrounding the National Letter of Intent signing dates, and Bylaw 30.11.7.2 for those dead periods in all other sports, thus designating the period Monday through Thursday of the National Letter of Intent week as a dead period the period 48 hours prior to 7 a.m. on the signing day and 48 hours after 7 a.m. on the signing day.

(5) Using its authority under Constitution 5.4.1.1.1 (modification of wording consistent with intent), amended Bylaw 13.4.1-(1) to permit an institution to provide a prospect with a brochure for a camp that does not occur during the summer only, as opposed to the current legislation that allows the institution to provide brochures about summer camps only.

b. Using its authority under Constitution 5.4.1.1 (modification of wording consistent with intent), approved a revision of Bylaw 14.2.4.2 to permit an individual who graduates from high school (or the international equivalent) a one-year grace period from the end of that academic year through the end of the following summer, during which time the individual could participate in organized tennis competition without jeopardizing the opportunity for four seasons of competition upon initial full-time collegiate enrollment.

c. Denied a request for an incidental-expense waiver to permit an institution to pay expenses incurred by a student-athlete for treatment of a toothache, noting that Bylaw 16.4.2-(d) specifically prohibits an institution from financing such costs unless the work is related directly to injury suffered during practice or competition.

d. Approved a request for an incidental-expense waiver from Stanford University to permit an institution to provide travel expenses for the mother of a foreign student-athlete whose father passed away to travel to the United States to be with her son.

e. Approved a change in the effective date of Bylaw 14.7.6.1, amended at the 1996 Convention, from August 1, 1996, to immediately, in order to permit student-athletes to participate in the Jones Cup.

f. Agreed to invite the chair of the Committee on Competitive Safeguards and Medical Aspects of Sports to present that committee's recommendations to the Council in person at its August meeting.

g. Committee appointments:

(1) Appointed Britton Banowsky, associate commissioner, Big 12 Conference, to the Two-Year College Relations Committee, replacing John C. Jessell, Indiana State University, declined appointment.

(2) Appointed Pat Panichas, Southern Connecticut State University, as chair of the Women's Gymnastics Committee, effective September 1, 1996, replacing Cheryl L. Levick, Stanford University, whose term expires on that date.

(3) Appointed Bill Wilkinson, ice hockey coach, Western Michigan University, to the Division I Men's Ice Hockey Committee, replacing Michael L. Kasavana, Michigan State University, resigned.

(4) Appointed Matt Anger, men's tennis coach, University of Washington, to the Division I men's subcommittee of the Men's and Women's Tennis Committee, replacing David Kent, Texas A&M University, resigned.

(5) Appointed Brenda Weare, associate commissioner, Conference USA, to the Division I Women's Volleyball Committee, replacing Martha E. Hawthorne, Rice University, whose term expires September 1, 1996.

h. Agreed that inasmuch as Association restructuring would be effective August 1, 1997, the current Executive Committee would be dissolved as of that date and there would be no need for an August meeting of that body.

2. Acting on behalf of the Executive Committee:

a. Approved a recommendation from the Division II Women's Volleyball Committee that the Great Lakes, South, South Central and Southwest regions be allocated four berths, rather than three, for the 1996 Division II Women's Volleyball Championship, based on the fact that teams from these regions placed in the top four at the finals the previous year.

b. Noted that the Sun Belt Conference, which had been awarded automatic qualification for the 1996 Division I Men's Soccer Championship, no longer met the six-member requirement for automatic qualification, and that it would be replaced by Conference USA; and noted that as a result, representatives of the Trans America and Mid-Continent Conferences would participate in a play-in game.

3. Acting on behalf of the Council and Executive Committee:

Agreed to cancel the June 24 Administrative Committee meeting, and to meet briefly during the July 1-2 Budget Subcommittee to establish a schedule for future telephone conferences.

4. Report of actions taken by the executive director per Constitution 4.3.2.

a. Acting for the Council:

(1) Granted a request from the University of Southern California to temporarily replace a coach in the sport of men's basketball per Bylaw 11.7.1.1.1.2.

(2) Approved 55 summer basketball leagues (29 for men, 12 for women and 14 for both men and women) per Bylaws 14.7.5.2 and 30.14, as reported in issues of The NCAA News.

(3) Granted an institutional limitation waiver in the sport of men's basketball per Bylaw 13.7.1.6.6.

(4) Granted waivers per Bylaw 14.7.6.1-(c) to permit student-athletes from various institutions to participate in competition involving national teams in basketball, lacrosse, soccer, track and field and wrestling.

(5) Granted waivers per Bylaw 14.7.6.2-(b) to permit student-athletes from various institutions to participate in all-star foreign tours through People to People Sports Committee, Inc. (Barbados and Spain); through the Big East Conference (France, Italy and Germany); and through the Big Ten Conference (Denmark and Sweden).

(6) Granted a waiver for financial aid per Bylaw 15.2.7.5 for a member institution that has had a summer term or summer school curtailed because of the use of their facilities for the Olympic Games.

(7) Granted waivers per Bylaw 16.13.1. to permit institutions to provide incidental expenses in these situations:

(a) To student-athletes to attend funerals of members of the student-athletes' families.

(b) To student-athletes to attend funerals of fellow teammates or former fellow teammates.

(c) To student-athletes to return to their homes to be with family members who were terminally ill, seriously injured or hospitalized.

(d) To the parents of a student-athlete to be with their son due to serious injuries sustained during a road trip.

(e) To provide flowers to families of those involved in funerals.

(f) To student-athletes and parents to attend ceremonies where the student-athletes will be honored.

(g) To a student-athlete to replace items that were stolen during football practice.

(h) To provide psychological counseling to student-athletes due to mental health difficulties and rehabilitation from an injury.

(i) To member institutions to provide transportation expenses to student-athletes to attend a leadership institute and an NSAA National Convention.

(8) Granted waivers for championships eligibility to the following institutions per Bylaw 31.2.1.3. and a complete restoration of institutional eligibility for the 1996-97 NCAA championships after failing to meet the March 1, 1996, deadline for submitting the enrollment and persistence-rates disclosure form (96-6a): University of Hartford, Northern Arizona University, Southeastern Louisiana University, Troy State University, Western Carolina University and Valparaiso University.

b. Acting for the Executive Committee:

Granted honorariums per Bylaw 31.4.4.1 to institutions for hosting championships at off-campus facilities.
