Ikenberry to succeed Atwell as president of ACE

The American Council on Education (ACE) has announced that Stanley O. Ikenberry will succeed Robert Atwell as the organization's 10th president beginning November 1.

Ikenberry is regent professor and president emeritus of the University of Illinois, where he served as president from 1979 to 1995. Before that, Ikenberry was senior vice-president for administration at Pennsylvania State University from 1971 to 1978. Ikenberry served on the NCAA Presidents Commission in 1991-92.


RESTRUCTURING

Oversight committee agrees on staffing principles

The NCAA Transition Oversight Committee has agreed on a set of principles relating to increased staffing needs that may be caused by new or expanded division-specific programs.

The recommendations will be forwarded to the NCAA Presidents Commission, which will consider them at its meeting later this month.

The discussion grew out of the possibility of a restructured Division III championships program. Governance groups in that division are considering a number of championships options, including subdividing the division in team sports, which would result in additional championships.

The oversight committee also discussed matters relating to Association-wide committees, National Collegiate championships and student-athlete representation in the new governance structure.

The group's next meeting has been scheduled for June 18.

LITIGATION

Division I members receive request for earnings data

In response to a ruling by a federal district judge in the case involving the NCAA's restricted-earnings coaching legislation, a packet was sent to all Division I member institutions May 31 requesting financial information pertaining to the antitrust litigation.

On May 29, Kathryn H. Vratil, U. S. district judge for Kansas, ordered the Association to transmit to each Division I member a set of questions from the plaintiffs, along with a copy of her order compelling a response.

Vratil's order requires each Division I institution to respond to the questions by July 5. Beginning the next day, a fine of $100 a day will be levied on the Association and its legal counsel for each school that fails to comply.

Vratil's order relates to a hearing March 29 concerning financial data the coaches say they need to determine damages in the case. The NCAA has claimed it does not have the information and can obtain it from member schools only if the schools choose to provide it.

In May 1995, Vratil ruled that the NCAA violates federal antitrust law with its restricted-earnings coaching provision.

The provision limited coaches in the position to $12,000 in income and $4,000 for the summer. Since Vratil's ruling a year ago, the coaches have been attempting to get the financial information to prepare for the damages phase of the litigation.

CFA

College Football Association votes to disband in 1997

The College Football Association has voted for the organization to cease operations June 30, 1997.

The action was taken by the association's board of directors at the recent CFA meeting in Dallas.
